6. Each hospice facility shall develop a written preventive maintenance plan<br />
including all electrically powered patient care equipment, physical plant<br />
equipment and fire alarms and detection systems. This plan shall be<br />
available to the Department for review at any time. Such plans shall<br />
provide for maintenance as recommended by the manufacturer, applicable<br />
codes, or designer and ensure that equipment and systems perform<br />
properly and safely.<br />
7. Hand washing stations shall be available in visitors’ rest rooms and for use<br />
by staff personnel.<br />
8. A supply of hot water for patient use shall be available at all times within<br />
the range of 110º - 120º. A weekly hot water temperature log shall be<br />
maintained.<br />
9. Heating, ventilating and air-conditioning (HVAC) systems shall be<br />
operated and maintained in a manner to provide a comfortable and safe<br />
environment for patients, personnel, and visitors. An air filter change out<br />
log shall be maintained.<br />
10. Steam and Hot Water Systems and Pressure Vessels.<br />
All pressure vessels shall meet the requirements of the Arkansas Boiler<br />
Inspector, Arkansas Department of Labor. Boiler feed pumps, heating<br />
circulating pumps, condensate return pumps, and fuel oil pumps shall be<br />
connected and installed to provide normal and standby service.<br />
C. Maintenance and Engineering.<br />
Emergency Procedures Program (EPP). There shall be written emergency<br />
procedures or a disaster management plan for utility system disruptions or<br />
failures which address the specific and concise procedures to follow in the event<br />
of a utility system malfunction or failure of the water supply, hot water system,<br />
medical gas system, sewer system, bulk waste disposal system, natural gas<br />
system, commercial power system, communication system, boiler or steam<br />
delivery system. These procedures shall be kept separate from all other policy<br />
and procedure manuals as to facilitate their rapid implementation. These<br />
procedures shall contain but are not limited to the following information:<br />
1. A method of obtaining alternative sources of essential utilities;<br />
2. A method of shutoff and location of valves for malfunctioning systems;<br />
3. A method of notification of hospice staff in affected areas;<br />
