The following countries applied to become <strong>IHO</strong> members on the dates indicated: Haiti (March 2008),<br />
Montenegro (July 2007) and Vietnam (March <strong>2011</strong>-Announced December). By the end of <strong>2011</strong>, the status<br />
of approvals was as follows: Haïti = 44; Montenegro = 51; Vietnam = 0.<br />
SUSPENDED MEMBER STATES.<br />
In accordance with Article XV of the Convention and Articles 16 and 17 of the Financial Regulations all<br />
rights and benefits continued to be suspended (since July 1983) for the Democratic Republic of the Congo<br />
and the Dominican Republic.<br />
Work Programme and Budget<br />
(Task 1.4.2)<br />
The <strong>IHO</strong> Work Programme and Budget for <strong>2011</strong> was approved by Member States in 2010. The<br />
execution of the budget was managed by the Finance Section and reviewed at least on a monthly basis by<br />
the Directing Committee. Progress of the Work Programme was assessed at least quarterly as part of the<br />
regular management meetings comprising the Directing Committee and the Assistant Directors.<br />
The 2012 <strong>IHO</strong> WP and Budget was approved in November <strong>2011</strong>.<br />
<strong>IHO</strong> Strategic Plan and Performance Monitoring<br />
(Task 1.4.3)<br />
Limited progress was made on developing a practical framework for programme performance monitoring<br />
based on the strategic planning and <strong>report</strong>ing mechanisms proposed by the <strong>IHO</strong> Strategic Planning<br />
Working Group (ISPWG) and agreed by the 4 th Extraordinary International Hydrographic Conference in<br />
2009. Norway offered to support this development by providing expert assistance but, unfortunately, the<br />
assigned expert was unable to progress the task because of an unanticipated transfer to another agency in<br />
Norway. This had the effect of delaying the progress of further study. Work recommenced after the<br />
arrival in May of a new Assistant Director and the assignment by the Norwegian Hydrographic Service of<br />
its Quality Manager.<br />
The development of the <strong>IHO</strong> Work Programmes including input and review by the Chairs of HSSC and<br />
IRCC in accordance with the process proposed by the ISPWG.<br />
S-63 Scheme Administrator and S-63 support<br />
(Task 1.4.4)<br />
The IHB administers the generation, control and issuing software keys and licences for the S-63 security<br />
scheme to ECDIS Original Equipment Manufacturers (OEMs). It also manages and controls the<br />
generation and issuing of “Data Server Certificates” that are required by ENC data distributors.<br />
In <strong>2011</strong> the IHB issued S-63 security keys to 46 OEMs. By the end of <strong>2011</strong>, 214 S-63 keys had been<br />
issued. One application to generate and issue a “Data Server Certificate” was processed in <strong>2011</strong>. The<br />
IHB continued to host the S-63 security server that supports the scheme.<br />
