The Chairman informed that due to his new appointment as Head of the Maritime Authority of Latvia he<br />

would not be able to continue as Chair. The Vice Chair, Commander Brian CONNON (USA) also<br />

announced that he could not continue serving due to new responsibilities assigned within the US Navy.<br />

The Sub –Committee elected Mr. Thomas DEHLING (Germany) as the new Chair, and Captain Vinay<br />

BADHWAR (India) as Vice Chair.<br />

TASK 3.3.2<br />

Capacity Building Fund<br />

The Capacity Building Fund (CBFund) is funded from <strong>IHO</strong> budget allocations; donations received in<br />

support of <strong>IHO</strong> Capacity Building initiatives and external contributions earmarked for specific capacity<br />

building initiatives. The Republic of Korea made an outstanding contribution to the CBFund during the<br />

period of this <strong>report</strong>. Many other <strong>IHO</strong> Member States have contributed significant resources in kind to the<br />

<strong>IHO</strong> CB Programme, by providing the venue, instructors, local support, or other items to ensure an<br />

effective implementation of CB activities.<br />

Meeting with other Organizations<br />

5 th <strong>IHO</strong>-IMO-IOC-WMO-IAEA-IALA CAPACITY BUILDING<br />

COORDINATION MEETING<br />

IALA, St. Germain-en-Laye, France, 27-28 October<br />

The 5 th Meeting of officers from the secretariats of the <strong>IHO</strong>, IMO, IOC, WMO and IALA, responsible for<br />

Capacity Building matters, met at the IALA Headquarters in October. The International Atomic Energy<br />

Agency (IAEA) could not be present at this time. A representative from the Fédération Internationale des<br />

Géomètres (FIG) attended as an observer. The meeting was opened and chaired by Mr. Gary PROSSER<br />

(IALA) who welcomed the 11 participants. The IHB was represented by Captain Alberto COSTA NEVES.<br />

The following topics were discussed at the meeting: the latest Institutional Education and Training<br />

Program developments; standardization procedures put in place to improve effectiveness in the provision<br />

of Capacity Building; experiences in dealing with funding agencies; status of joint co-operation projects;<br />

the 2012 Capacity Building Work Programs; exchange of information and analysis; the way ahead; and<br />

concerted priorities.<br />

TASK 3.3.7<br />

FIG-<strong>IHO</strong>-ICA International Board on Standards of Competence<br />

The FIG-<strong>IHO</strong>-ICA International Board on Standards of Competence for Hydrographic Surveyors and<br />

Nautical Cartographers (IBSC) held its 34 th meeting in New Orleans, USA, from 2 to 6 May.<br />

The Board reviewed the status of nine courses and granted recognition or re-recognition to four and<br />

conditional, or limited recognition to three. It decided to start work on restructuring the Standards,<br />

beginning with S-5 - Standards of Competence for Hydrographic Surveyors and the separation of<br />

Category A and Category B competency requirements into two distinct parts. The Board decided also to<br />

include as a standing agenda item for future IBSC meetings an open session with industry, academia, etc.<br />

to listen and receive feedback on future requirements for development of the standards and the<br />

submission process for the recognition of courses.<br />
