Of the 154 States with coastlines, there were only six States, and Antarctica, where five or more ENCs<br />

remained to be produced in order to match corresponding paper chart coverage at medium scale. For the<br />

world's top 800 ports (by total tonnage), only eight coastal States were yet to produce ENCs that matched<br />

the coverage provided by paper charts of those same ports.<br />

The issue of overlapping data continued to be a problem in those sea areas where geopolitical issues<br />

hamper swift resolution.<br />

INDUSTRY PARTICIPATION IN RHC MEETINGS<br />

Representatives of the <strong>hydrographic</strong> industry sector participated in some RHC meetings and associated<br />

workshops which allowed useful feedback between HOs and industry.<br />

As agreed at IRCC3, the IRCC chair submitted a paper to the Hydrographic Services and Standards<br />

Committee (HSSC) to consider the way forward for an ECDIS Stakeholders’ Forum. A joint HSSC-IRCC<br />

proposal to the XVIII th IHC on an action plan regarding outreach to <strong>IHO</strong> Stakeholders was agreed.<br />

Element 3.2 INCREASE PARTICIPATION BY NON-MEMBER STATES<br />

In spite of the encouragement from the relevant RHCs, the four countries whose application for<br />

membership has been approved (Bulgaria, Cameroon, Mauritania, Sierra Leone) have still not yet<br />

deposited their Instruments of Accession.<br />

There has been slow progress in the approval of pending applications for <strong>IHO</strong> membership (task 3.2.8) as<br />

shown in the following table:<br />
