In the plenary session Hilde CREVITS, the Flemish Minister for Transport and Public Works, presented<br />

the newly developed integrated master plan for the Belgian coast. Presentations were provided on the<br />

harmonization of geographic information within coastal zones, the integration of coastal zone<br />

management and marine spatial planning activities and the e-navigation concept that is currently being<br />

developed by the IMO.<br />

During the second half of the conference, participants were invited to join a variety of workshops that<br />

focused on the work of the individual work packages in the BLAST project. Some of the themes<br />

included; Maritime Traffic Monitoring, the harmonization of land and sea charts, Comparative Coastal<br />

Survey Techniques, EU-related developments using the <strong>IHO</strong> S100 standard and INSPIRE, Effective<br />

Spatial Data Management through Standardized Data Models, 3D nautical chart prototypes, the use of<br />

web interface to collect and harmonize <strong>international</strong> nautical information, as well as presentations on<br />

potential solutions for Integrated Coastal Zone Management as a response to climate change. The <strong>IHO</strong><br />

was represented by Mr PHARAOH (IHB) and Mr Thomas RICHARDSON (UKHO) who provided a<br />

presentation on the <strong>IHO</strong> S-100 standard.<br />

The CBSC and IHB continued to monitor the capacity building aspects of on-going projects, particularly<br />

in the Straits of Malacca and Singapore, and in the Western Indian Ocean.<br />

Task 3.5.6 Bilateral agreements.<br />

<strong>IHO</strong> Member States <strong>report</strong>ed the following bilateral arrangements in <strong>2011</strong>:<br />

- France: bilateral arrangement with Congo (Republic of);<br />

- United Kingdom: bilateral arrangements with Antigua and Barbuda; Barbados - Ports Authority; El<br />

Salvador; Guyana; Jamaica - National Lands Agency and Nigeria - Ports Authority.<br />

Task 3.6.1 WEND Working Group<br />

1 st MEETING OF THE <strong>IHO</strong> WORLDWIDE ENC DATABASE WORKING GROUP<br />

Wollongong, Australia, 13-14 October<br />

The WorldWide ENC Database Working Group (WEND Working Group) monitored progress in<br />

providing ENC coverage and interacted with RHCs on ENC issues by correspondence and through a<br />

WG meeting which took place in Wollongong, Australia, on 13-14 October <strong>2011</strong>. The Chairman of<br />

the Working Group, Captain Jamie MCMICHAEL-PHILLIPS (UK), welcomed 20 delegates,<br />

representing many of the Regional Hydrographic Commissions, Member States and the Regional<br />

ENC Coordinating Centres. Member State representatives from Canada and the USA joined the<br />

meeting by video conference link.<br />
