person means a legal person and includes a body politic or corporate as well as an<br />
individual.<br />
person to person delivery means delivering personally to the addressee with the<br />
acknowledgment of delivery service used in conjunction with the registered post service.<br />
physically offensive means in the reasonable opinion of <strong>Australia</strong> <strong>Post</strong> offensive to the<br />
physical senses or sensibilities, and includes an article which by reason of its character,<br />
quality or condition is, or in the reasonable opinion of <strong>Australia</strong> <strong>Post</strong> is likely to be, offensive.<br />
poison, drug or medicine is a substance which is specified in any of the schedules of the<br />
current Standard for the Uniform Scheduling of Drugs and Poisons issued by the National<br />
Health and Medical Research Council.<br />
postage, in relation to a postal article, means the amount payable for the carrying of the<br />
article by post (including any special charge or additional fee payable for special services,<br />
excluding the domestic registered post service, supplied in relation to the carrying of the<br />
article).<br />
postage meter means a device which:<br />
(i) is capable of applying an approved impression, indicating the value of postage or<br />
other charges relating to an article;<br />
(ii)<br />

(iv)<br />
(v)<br />
(vi)<br />
(vii)<br />
is capable of recording the value of an approved impression so made;<br />
is capable of being sealed or secured in such a manner that an approved impression<br />
cannot be made without the value being recorded by a vault and unless a credit value<br />
equal to the value of the approved impression exists in the vault;<br />
is capable of being modem reset;<br />
is capable of applying an approved impression containing a data matrix barcode;<br />
has a printing mechanism and vault (which may be capable of being removed and<br />
separately sealed) which can be protected from tampering using <strong>Australia</strong> <strong>Post</strong><br />
approved security standards; or<br />
<strong>Australia</strong> <strong>Post</strong> may determine as such.<br />
postage meter impression means an impression made by postage meter under an<br />
agreement with <strong>Australia</strong> <strong>Post</strong>.<br />
postage stamp includes an imprinted or printed mark, label or design authorised by<br />
<strong>Australia</strong> <strong>Post</strong> for the purpose of paying postage for a postal article.<br />
postage prepaid article means an article which is provided by <strong>Australia</strong> <strong>Post</strong> for carriage<br />
within <strong>Australia</strong> and is imprinted with the words "postage paid <strong>Australia</strong>" or words of like<br />
effect, or on which appears a postage stamp or a representation of a postage stamp.<br />
postal and related services means the supply of postal services within <strong>Australia</strong> and<br />
between <strong>Australia</strong> and places outside <strong>Australia</strong> and any business or activity relating to<br />
postal services including:<br />
(i) the supply of packet and parcel carrying services;<br />
(ii) the supply of philatelic and associated services;<br />
(iii) the supply of courier services;<br />
(iv) the supply of electronic mail services;<br />
(v) the supply of carriage services (within the meaning of the Telecommunications Act<br />
1997) and content services (within the meaning of that Act);<br />
(vi) the supply of document exchange services and contract mail management services;<br />
