where an article does not include a return address but bears an impression made by a<br />

postage meter – postage meter user (as the case dictates) whose licence number is<br />

shown in the impression;<br />

where the identity of a sender cannot be determined in accordance with paragraphs<br />

(i) to (iv) but can be clearly established from words or symbols written or printed on<br />

the cover of the article - the person whose identity is so established; and<br />

in relation to the Fax<strong>Post</strong> service, a person by whom or on whose behalf an original<br />

document is lodged or a person from whom or on whose behalf an original document<br />

is collected for carriage by the Fax<strong>Post</strong> service.<br />

service means a postal or related service.<br />

special service means a service provided by <strong>Australia</strong> <strong>Post</strong> which is supplementary to the<br />

carriage of an article by post.<br />

standard article means a standard postal article as defined in the Act as amended and<br />

may be referred to as a standard letter.<br />

standard letter means a standard article.<br />

transmittal sheet means a document which the sender is required by <strong>Australia</strong> <strong>Post</strong> to<br />

complete prior to carriage of an original document by the Fax<strong>Post</strong> service.<br />

underpaid article means an article on, or in respect of which no postage, or deficient<br />

postage, has been paid.<br />

UPU means the Universal <strong>Post</strong>al Union.<br />

washed stamps includes stamps which have been previously used in the carriage of an<br />

article by <strong>Australia</strong> <strong>Post</strong> whether cancelled or otherwise.<br />

weight means 'mass' as defined in the National Measurement Regulations.<br />
