5.7.3 Priorities for 2011-2014
a. Implement Islington’s Strategy for Ensuring Sufficient
Accommodation for Children Looked After to include:
Developing a reliable tool for undertaking regular placements projections
in terms of predicted cost and types of placements required to inform
commissioning.
Working with the North London Strategic Alliance to negotiate with
providers in relation to particular specialist packages of care and support.
Reviewing business processes across the Children In Need and Children
Looked After Services and the support from the Finance department in
relation to placement commissioning.
Reviewing the functions and effectiveness of teams supporting the
commissioning of placements (planning, purchasing, monitoring cost and
quality, evaluating).
b. Implement a procurement strategy for placements
To agree a procurement approach and implement it, either as a single
authority or in partnership with the North London Strategic Alliance.
To prioritise a partnership approach to achieving savings in relation to the
higher cost interventions.
c. Develop tools to demonstrate return on investment and value for
money
Ensure cost avoidance/ costs savings tools are used in relation to
preventative services.
Investigate the use of the care calculator to ensure transparency in costing
children’s placements.
