2. Achievements for 2008-2011
Outcomes for children looked after
The Looked After Children and Young People’s Plan 2008-2011 identified a
number of targets and actions. There have been significant achievements in
relation to the plan that include:
Improvement in the stability of placements.
An increase in the proportion of children with permanent placements through
Special Guardianship Orders or Adoption.
A higher proportion of children and young people now looked after in family
settings rather than in residential care.
More children with up to date immunisations, health assessments and dental
checks.
Improvements in school attendance and a reduction in permanent exclusions.
Improvements in attainment at Key Stage 2 (children aged 7 to 11 years).
An increase in the proportion of care leavers in suitable accommodation.
An increase in the proportion of care leavers in education, training
employment and at university.
Local Standards and targets
In terms of local standards and targets Islington is doing well in the following
areas:
Reducing the number of children looked after as a result of effective early
intervention and permanency planning. Islington had a 32% reduction since
2004 and 4.5% reduction since 2009. 1
Placing children with relatives and friends (an increase of 10.5%).
The availability of work placements and work experience opportunities for
care leavers.
The number of care leavers at university (72 young people).
The proportion of looked after children placed locally with Islington foster
carers (48%).
