*1A-2.6.1. CSS Duties transferred to the MPS as a result of BLSDM are located in<br />

Appendix A, CSS Duties Transferred to the MPS under BLSDM.<br />

*1A-2.6.2. CSS - The office which provides direct support to the commander (unit<br />

commander or squadron section commander) at the unit <strong>level</strong>. Under BLSDM specific<br />

CSSes were exempted / ineligible from merging with the MPS (Joint, Defense Health<br />

Program, Intel, etc.).<br />

*1A-2.6.3. IAW the BLSDM Concept of Operations (CONOPS) <strong>organization</strong>s and<br />

units that retain 3S0 CSS authorizations for the purpose of performing CSS work will<br />

continue to perform those CSS duties and be vulnerable to higher headquarter inspection<br />

of those duties, unless an agreement is established with the MPS to service that<br />

population in a particular program. Without formalized agreements between both<br />

squadron commanders / directors, CSS responsibilities / functions will only be provided<br />

by the MPS to commanders and military / Individual Mobilization Augmentee (IMA)<br />

populations that did not retain CSS manning as indicated during the MAJCOM / Field<br />

Operating Agency (FOA) / Direct Reporting Unit (DRU) validations. Results were<br />

published via Change 1 to PAD 07-11, A1 Transformation.<br />

1A-2.7. Satellite Personnel Activity (SPA) - Is an extension of the MPS at locations where<br />

the Air Force population does not warrant establishing an MPS. SPAs will not be established<br />

on the same <strong>base</strong> as the host MPS.<br />

*1A-2.8. Satellite Operations (SO) - Is a forward extension of manpower from within the<br />

MPS detailed to another <strong>organization</strong> / unit / location on the same <strong>base</strong> as the MPS to better<br />

support the <strong>base</strong> population. SO <strong>personnel</strong> will continue to be assigned to an authorization<br />

within the MPS and rating chains will be within the MPS. The establishment of a SO must<br />

be approved by the MPS’ owning MAJCOM A1.<br />

1A-3. Responsibilities for AFPC, Major Commands (MAJCOMs), Field Operating<br />

Agencies (FOAs), Direct Reporting Units (DRUs), and MPSs:<br />

*1A-3.1. AFPC / DPTS: The Service Center Support Division is the focal point for all<br />

functional issues which affect <strong>personnel</strong> manning in MPSes. Whenever a proposal is<br />

initiated which would impact military <strong>personnel</strong> functions or increase workload, the proposal<br />

would be accomplished in the manpower community and would require AFPC / DPTS<br />

review and approval. AFPC / DPTS is responsible for:<br />

1A-3.1.1.<br />

Functional management of active duty MPSs.<br />

1A-3.1.2. Acts as liaison between the <strong>personnel</strong> and manpower communities for MPS<br />

manpower issues.<br />

1A-3.1.3. Provides guidance and training packages on various <strong>personnel</strong>-related<br />

programs as deemed appropriate.
