Changing the Development Paradigm<br />
of Information Communication<br />
The 170th round of the 'Ubiquitous Social Leader Forum' was<br />
held at the Grand Ballroom of the Millennium Seoul Hilton at<br />
7a.m. December 12, with over 50 participants including the forum's<br />
members and leaders from various sectors. With Choi<br />
Seong, Professor at Namseoul University as the host, the president<br />
and CEO of <strong>Korea</strong> Internet & Security Agency (KISA) Suh<br />
Jong- ryeol (simonsuh@kisa.or.kr) was invited as a special guest<br />
to discuss the 'Development and Paradigm of Information<br />
Communication' and conduct a question and answer session at<br />
the forum. The following is the summary of his presentation.<br />
Web 2.0 is on the front line<br />
in the development paradigm<br />
The first generation analog mobile phone based on voice communication<br />
- after the second generation digital and third generation<br />
of WCDMA - it is being developed into a 4G which offers a<br />
virtual environment for users. The development and evolution of<br />
communication network has brought changes to our overall<br />
lifestyle. Today's digital convergence is a result from the integration<br />
of cable and wireless communication of networks and broadcast,<br />
and all the online and offline domains creating new forms of<br />
products and services while advancing technology, service, and<br />
industries based on <strong>IT</strong> convergence, which are most well embodied<br />
by smartphones and IPTV. On the front line of such change in<br />
this paradigm is Web 2.0 - a platform through which to create a<br />
wide variety of new services by utilizing data gathered from people<br />
at large. Web 2.0 is therefore differentiated in that it allows<br />
and encourages people to share, participate, and have the ability<br />
to open up, unlike in the past where a handful companies exclusively<br />
controlled information as a tool for their leverage.<br />
Web 2.0 is currently expanding its domain to mobile 3.0 and<br />
IPTV 2.0 from the technological perspective, in addition to<br />
spreading to other sectors such as government and management.<br />
The paradigm innovator, Apple Inc.<br />
Few people would argue that Apple Inc., along with its leader<br />
Steve Jobs, is at the epicenter of the current transition of this social<br />
paradigm. After releasing iPod, the sensational MP3 player,<br />
in 2001, the company has been leading the convergence trend of<br />
device and contents, launching iTunes, media player applications<br />
in 2003, iPhone in 2007, and the App Store in 2008.<br />

Presently, nearly 300,000 applications are registered at the App<br />
Store and the accumulated number of downloads exceeds a staggering<br />
seven billion. Apple has become a colossal influence on the<br />
overall electronic appliance and contents industries that range<br />
from electronic appliances to contents providers, by supporting<br />
the innovative 'open platform' App Store. Their success has led<br />
telecommunication companies that used to enjoy exclusive control<br />
of the value chain to now change their structure into an open<br />
market. In addition, since the release of the iPhone, the smartphone<br />
market has shown an average annual growth rate of 20<br />
percent - and its market share is expected to increase to 46.5 percent<br />
by 2013. Another ambitious project by Apple is the iPad, a<br />
device which has optimized various multimedia contents including<br />
music and games and is rapidly emerging as its own new platform.<br />
Many experts predict that the majority of existing newspapers<br />
and magazines will soon go online and that this device will<br />
not only add a new dimension to contents distribution, but it will<br />
also change the education and business industries.<br />
Google, sky is the limit<br />
With an enormous amount of data, Google, often noted as the<br />
world's top search engine, is expanding its business beyond advertisements.<br />
