open platform, has made the global <strong>IT</strong> industry wonder just how<br />
big Google is going to build its empire. Part of Google's competitiveness<br />
comes from their possession of terminal platforms -<br />
Android OS and Chrome OS - as well as service platforms. The<br />
recently showcased Smart TV from Google provides interactive<br />
service through this optimized platform, setting a new standard<br />
for the broadcast system.<br />
Rising concerns for adverse effects<br />
of the high speed internet<br />
It is essential to discuss a matter relating to internet ethics and<br />
information protection, when talking about the current <strong>IT</strong> trends,<br />
as there are far too many cases of information leakage to ignored.<br />
In particular, the risk of exposing the personal data on the internet<br />
has increased with the accelerating development of social networks<br />
and the associated ability of the high-speed internet to disseminate<br />
information. Take Google's Street View for example,<br />
people can peek into other people's private life anytime through<br />
satellite images. Also, the rising number of smartphone users<br />
means a higher probability of the spreading of malicious codes.<br />
About 900 smartphone malicious codes have been reported, including<br />
TredDial that was found for the first time in <strong>Korea</strong> last<br />
April.<br />
Internet ethics and proper measures<br />
We promptly need to enhance laws and institutions to prevent<br />
such privacy violation and the spreading of malware. To do so,<br />
the <strong>Korea</strong>n government should invest more in protecting privacy<br />
and safety, as they currently have a particularly low proportion of<br />
an information security budget to the total budget drawn for informatization.<br />
For instance, according to the U.S Office of<br />
Management and Budget, the U.S government spent 10.3 percent<br />
of their budget in the same category on information security in<br />
2009, whereas their <strong>Korea</strong>n counterpart only put 5.5 percent for<br />
the same purpose that year, although the number rose to 8.2 percent<br />
in 2010. Other areas in need of reinforcement include human<br />
resources and technological reform. Service providers and <strong>IT</strong><br />
product manufacturers must take into account the security issue<br />
from the design stage. The users' societal and philosophical approach<br />
to internet culture will also help improve <strong>Korea</strong>'s <strong>IT</strong> environment.<br />
In the midst of dynamic change and development,<br />
