<strong>Low</strong>-<strong>cost</strong> <strong>airl<strong>in</strong>es</strong> <strong>in</strong> Ch<strong>in</strong>a?<br />
It’s a possibility, but it will not be easy, writes HAN DAWEI<br />
S<strong>in</strong>ce the low-<strong>cost</strong> U.S. airl<strong>in</strong>e<br />
pioneer, Southwest Airl<strong>in</strong>es,<br />
was launched <strong>in</strong> 1971, the low<br />
<strong>cost</strong> airl<strong>in</strong>e (LCA) concept has<br />
been <strong>in</strong>troduced <strong>in</strong>to many<br />
countries, with most of them modelled<br />
on the success of Southwest. But to date<br />
the concept has not been <strong>in</strong>troduced<br />
<strong>in</strong>to Ch<strong>in</strong>a.<br />
Would it be possible to <strong>in</strong>troduce a<br />
low-fare, no-frills airl<strong>in</strong>e <strong>in</strong> Ch<strong>in</strong>a?<br />
Most LCAs have emerged from the<br />
successful conversion of a full-service<br />
airl<strong>in</strong>e. Every one of them was born <strong>in</strong> a<br />
free market. Under certa<strong>in</strong> rules, a low<strong>cost</strong><br />
airl<strong>in</strong>e is able to bid for a flight route<br />
and airport slot, as well as establish<strong>in</strong>g<br />
its airfare to meet its own marg<strong>in</strong>.<br />
To date Ch<strong>in</strong>ese carriers have been<br />
unable to set their own fares. A breakthrough<br />
was made last November when<br />
the Civil <strong>Aviation</strong> Adm<strong>in</strong>istration of<br />
Ch<strong>in</strong>a (CAAC) halted “price alliances”,<br />
forced upon domestic <strong>airl<strong>in</strong>es</strong> <strong>in</strong> 2000 to<br />
curb massive discount wars, that were<br />
leav<strong>in</strong>g major Ch<strong>in</strong>ese <strong>airl<strong>in</strong>es</strong> awash<br />
<strong>in</strong> red <strong>in</strong>k.<br />
There is speculation that the CAAC<br />
will completely deregulate fares with<strong>in</strong><br />
12 months. The CAAC has been work<strong>in</strong>g<br />
with the National Economic Plann<strong>in</strong>g<br />
Committee on airfare reform.<br />
This is very good news for the <strong>in</strong>troduction<br />
of an LCA <strong>in</strong> Ch<strong>in</strong>a – with ticket<br />
prices to be based on market demand<br />
and <strong>cost</strong>s.<br />
Ch<strong>in</strong>a’s airl<strong>in</strong>e <strong>in</strong>dustry has consolidated<br />
the n<strong>in</strong>e <strong>airl<strong>in</strong>es</strong>, previously under<br />
the umbrella of the CAAC, <strong>in</strong>to three<br />
airl<strong>in</strong>e groups to enhance the competitiveness<br />
and efficiency of Ch<strong>in</strong>a’s major<br />
<strong>airl<strong>in</strong>es</strong> and to meet the challenge of<br />
the world airl<strong>in</strong>e <strong>in</strong>dustry. In future the<br />
CAAC will have no direct control over<br />
airl<strong>in</strong>e management. Instead, it will<br />
concentrate on its new role of <strong>in</strong>dustry<br />
regulator.<br />
The three airl<strong>in</strong>e groups, Ch<strong>in</strong>a<br />
National <strong>Aviation</strong> Hold<strong>in</strong>g, Ch<strong>in</strong>a Eastern<br />
Air Hold<strong>in</strong>g and Ch<strong>in</strong>a Southern<br />
Air Hold<strong>in</strong>g, are operat<strong>in</strong>g full-service<br />
flights on their domestic and <strong>in</strong>ternational<br />
routes, us<strong>in</strong>g multi-type aircraft<br />
fleets. On average, around 30% of their<br />
network are long-haul flights. It would<br />
be impossible to persuade any of them<br />
to convert to be<strong>in</strong>g a short-haul, no-frills<br />
carrier.<br />
It is the regional carriers which are<br />
best suited to the Southwest Airl<strong>in</strong>es<br />
low-<strong>cost</strong> model. They could <strong>in</strong>clude<br />
Sichuan Airl<strong>in</strong>es, Shandong Airl<strong>in</strong>es,<br />
Shenzhen Airl<strong>in</strong>es, Shanghai Airl<strong>in</strong>es,<br />
Xiamen Airl<strong>in</strong>es, Ha<strong>in</strong>an Airl<strong>in</strong>es and<br />
X<strong>in</strong>hua Airl<strong>in</strong>es.<br />
In fact, some of Ch<strong>in</strong>a’s <strong>airl<strong>in</strong>es</strong><br />
have been <strong>in</strong>tentionally or un<strong>in</strong>tentionally<br />
conduct<strong>in</strong>g low-<strong>cost</strong> operations<br />
on certa<strong>in</strong> sectors or <strong>in</strong> some regions<br />
for some considerable time. In 1995,<br />
Ha<strong>in</strong>an Airl<strong>in</strong>es purchased regional<br />
jets and deployed them on some high<br />
frequency short-haul sectors. Recently,<br />

system could<br />
be <strong>in</strong>troduced<br />
<strong>in</strong> Ch<strong>in</strong>a on<br />
a wide scale<br />
and this would<br />
significantly<br />
reduce airl<strong>in</strong>e<br />
market<strong>in</strong>g <strong>cost</strong>s’<br />
Ch<strong>in</strong>a Southern Airl<strong>in</strong>es started shuttle<br />
flights between Guangzhou and Sanya,<br />
on Ha<strong>in</strong>an Island; about a two-hour sector.<br />
The flights offer maximum airfare<br />
discounts and simple <strong>in</strong>flight service.<br />
Benefit for Airl<strong>in</strong>e<br />
Operat<strong>in</strong>g <strong>cost</strong>s for a LCA are significantly<br />
lower than for a full-service<br />
competitor. This gives more room to<br />
adjust airfares, build market share and<br />
develop market opportunities.<br />
Ha<strong>in</strong>an, Shandong and Shanghai<br />
Airl<strong>in</strong>es are publicly listed companies <strong>in</strong><br />
Ch<strong>in</strong>a. Sichuan will be listed soon. Other<br />
<strong>airl<strong>in</strong>es</strong> are owned by local prov<strong>in</strong>cial<br />
governments or by jo<strong>in</strong>t enterprises. But<br />
<strong>in</strong> all cases a board of directors takes<br />
responsibility for the company’s profitability<br />
and acts as a decision-maker on<br />
airl<strong>in</strong>e bus<strong>in</strong>ess strategy.<br />
It is possible for one or more of these<br />
<strong>airl<strong>in</strong>es</strong> to launch a low-<strong>cost</strong> airl<strong>in</strong>e once<br />
airfare barriers have been removed.<br />
Ch<strong>in</strong>a’s emerg<strong>in</strong>g market economy<br />
and air traffic deregulation means regional<br />
<strong>airl<strong>in</strong>es</strong> face <strong>in</strong>tense competition.<br />
Management has to develop an effective<br />
and susta<strong>in</strong>able bus<strong>in</strong>ess strategy to<br />
avoid be<strong>in</strong>g overrun by rivals. Could the<br />
LCA model be the answer?<br />
Fleet and route<br />
On their short-haul domestic routes,<br />
the major fleets of most of Ch<strong>in</strong>a’s regional<br />
<strong>airl<strong>in</strong>es</strong> are made up of one or two<br />
aircraft types with a full service cab<strong>in</strong><br />
configuration.<br />
Most LCAs primarily choose Boe<strong>in</strong>g<br />
737 aircraft and Airbus A320s for their<br />
fleets, which have proved suitable on<br />
short-haul routes, both economically<br />
and operationally. To convert <strong>in</strong>to an<br />
LCA and schedule future development,<br />
there would be no need to replace their<br />
fleets, but certa<strong>in</strong> renewal and adjustment<br />
would be necessary.<br />
Apart from fleets, routes at some<br />
<strong>airl<strong>in</strong>es</strong> would have to be extensively<br />
analysed and optimised. Recently, certa<strong>in</strong><br />
strict regulations have been issued<br />
by CAAC to accompany airl<strong>in</strong>e consolidation.<br />
For example, some high-volume<br />
domestic sectors like Beij<strong>in</strong>g-Shanghai<br />
have been made unavailable to <strong>airl<strong>in</strong>es</strong>,<br />
like Sichuan Airl<strong>in</strong>es, not based <strong>in</strong> these<br />
cities. I believe this is a “sunsh<strong>in</strong>e” policy<br />
favour<strong>in</strong>g the three new group<strong>in</strong>gs.<br />
Hard work must be carried out to<br />
determ<strong>in</strong>e how to best optimise those<br />
routes. With further extensive air<br />
traffic <strong>in</strong>dustry reform and marketisation,<br />
these anomalies will hopefully be<br />
remedied.<br />
Flight operation<br />
Ch<strong>in</strong>a’s regional <strong>airl<strong>in</strong>es</strong> employ<br />
all their own flight crew and some licensed<br />
eng<strong>in</strong>eers. They operate their<br />
own ground handl<strong>in</strong>g and m<strong>in</strong>or eng<strong>in</strong>e<br />
ma<strong>in</strong>tenance while major ma<strong>in</strong>tenance<br />
repair and overhaul are out-sourced.<br />
M<strong>in</strong>or changes to crew rosters and<br />
ma<strong>in</strong>tenance schedules could convert<br />
these aircraft from a full-service to a<br />
low-<strong>cost</strong> operation. However, as efficiency<br />
is crucial to low-<strong>cost</strong> operations,<br />
an extensive tailor-made tra<strong>in</strong><strong>in</strong>g plan<br />
must be developed.<br />
