The year of the goat may have<br />

only just begun, but Japan’s<br />

M<strong>in</strong>istry of Land, Infrastructure<br />

and Transport (MLIT) is already<br />

lock<strong>in</strong>g horns with the <strong>airl<strong>in</strong>es</strong>.<br />

The MLIT announced <strong>in</strong> December its<br />

<strong>in</strong>tention to <strong>in</strong>crease land<strong>in</strong>g fees for<br />

domestic flights throughout the country<br />

from April 1.<br />

The government is aim<strong>in</strong>g to earn an<br />

extra 8 billion yen (US$65 million) <strong>in</strong> fiscal<br />

2003 to prop up loss-plagued airports<br />

such as Osaka’s Kansai International Airport.<br />

It is look<strong>in</strong>g at additional <strong>in</strong>creases<br />

for 2004. The proposal would see fees at<br />

Osaka’s domestic Itami airport shoot up<br />

by 33%. Currently Japan Airl<strong>in</strong>es (JAL)<br />

and All Nippon Airways (ANA) pay<br />

nearly 500,000 yen (US$4,200) to land a<br />

B747-400 at the facility.<br />

The rate hike would further deteriorate<br />

paltry yields at all of Japan’s <strong>airl<strong>in</strong>es</strong>,<br />

large and small.<br />

The government is not happy, however.<br />

Follow<strong>in</strong>g the decision, JAL and<br />

ANA announced they would be forced to<br />

<strong>in</strong>crease non-discounted fares by 5% to<br />

cover the rise <strong>in</strong> land<strong>in</strong>g fees. Transport<br />

m<strong>in</strong>ister, Chikage Ogi, retorted that such<br />

M<strong>in</strong>nows fee woes<br />

an <strong>in</strong>crease was unnecessary and that<br />

the carriers should work on becom<strong>in</strong>g<br />

more efficient.<br />

A fare hike may be difficult for<br />

Japan’s <strong>airl<strong>in</strong>es</strong> to pull off, and particularly<br />

so for JAL. Approval of the carrier’s<br />

merger with Japan Air System was predicated<br />

<strong>in</strong> part on a pledge to cut normal<br />

fares by 10% across the board for three<br />

years, barr<strong>in</strong>g a “sudden change” <strong>in</strong> the<br />

economy.<br />

Although <strong>in</strong> pr<strong>in</strong>ciple Japanese<br />

carriers are allowed to set fares freely,<br />

the government reta<strong>in</strong>s the right to halt<br />

an <strong>in</strong>crease it deems “discrim<strong>in</strong>atory”.<br />

Nevertheless, Japanese consumers<br />

are unlikely to sympathise with either<br />

side. The tim<strong>in</strong>g of any <strong>in</strong>crease would<br />

be particularly <strong>in</strong>opportune for the country’s<br />

regional jet and prop-jet operators,<br />

which have worked hard to f<strong>in</strong>d a niche<br />

<strong>in</strong> the context of capacity limitations at<br />

Tokyo’s Haneda Airport.<br />

Carriers such as Japan Airl<strong>in</strong>es System<br />

group subsidiary, J-Air, and Fair<br />

Inc. have stepped <strong>in</strong> to fly routes that<br />

are not profitable for ma<strong>in</strong>l<strong>in</strong>e aircraft.<br />

And the shedd<strong>in</strong>g of fat by ANA will<br />

also see Skymark Airl<strong>in</strong>es assume two of<br />

the former’s routes from Haneda us<strong>in</strong>g<br />

B767-300 aircraft.<br />

While opportunities for the smaller<br />

<strong>airl<strong>in</strong>es</strong> have <strong>in</strong>creased, profits have been<br />

elusive. In its fiscal year end<strong>in</strong>g October<br />

31 2002, Skymark posted a loss of 1 billion<br />

yen (US$8.3 million) and is forecast<strong>in</strong>g<br />

additional losses <strong>in</strong> 2003. Miyazaki-based<br />

SkyNet Asia, which commenced operations<br />

<strong>in</strong> August 2002 with one route, is<br />

also bleed<strong>in</strong>g red <strong>in</strong>k.<br />

Yet another new entrant, Lequios<br />

Airl<strong>in</strong>es, is prepar<strong>in</strong>g for a June launch<br />

to compete with the majors between<br />

Haneda and Ok<strong>in</strong>awa. The proposed<br />

<strong>in</strong>crease <strong>in</strong> domestic user charges promises<br />

to create an additional obstacle to<br />

long-term viability for both Lequios and<br />

Japan’s other fledgl<strong>in</strong>g carriers.<br />
