A PIVOTAL YEAR<br />

What a year 2002 was for<br />

Ch<strong>in</strong>a’s aviation <strong>in</strong>dustry!<br />

Few years have given<br />

the <strong>in</strong>dustry the same<br />

degree of thrills, fears and<br />

hopes for the future that were experienced<br />

<strong>in</strong> the past 12 months. A s<strong>in</strong>gle<br />

word sums it up: revolution.<br />

Look<strong>in</strong>g back it will be seen as a pivotal<br />

year. The <strong>in</strong>dustry has seen – arguably<br />

for the first time – a consistent theme of<br />

reform <strong>in</strong> management and safety.<br />

To recap the dizzy<strong>in</strong>g year, we have<br />

compiled, <strong>in</strong> reverse order, a top 10 list<br />

of the biggest Ch<strong>in</strong>a aviation stories of<br />

2002.<br />

10. In June, Ch<strong>in</strong>a was named the<br />

sixth largest airl<strong>in</strong>e services provider<br />

<strong>in</strong> the world <strong>in</strong> the International Air<br />

Transport Association’s annual list of<br />

regular scheduled services by country, a<br />

rise from number n<strong>in</strong>e a year earlier. The<br />

Civil <strong>Aviation</strong> Adm<strong>in</strong>istration of Ch<strong>in</strong>a<br />

(CAAC), said Ma<strong>in</strong>land <strong>airl<strong>in</strong>es</strong> flew more<br />

than 13.8 billion kilometres per week <strong>in</strong><br />

2001, an <strong>in</strong>crease of 19% over the previous<br />

year.<br />

9. The CAAC unveiled its first White<br />

Paper <strong>in</strong> March, the “2002 <strong>Aviation</strong> and<br />

Transport Industry Development Plan”.<br />

The paper largely sets out product development<br />

strategy for ma<strong>in</strong>land <strong>airl<strong>in</strong>es</strong> and<br />

details its op<strong>in</strong>ions on how aviation supplies<br />

and <strong>in</strong>frastructure should develop <strong>in</strong><br />

Ch<strong>in</strong>a. It is significant that it represents<br />

the future role of the CAAC <strong>in</strong> manag<strong>in</strong>g<br />

Ch<strong>in</strong>a’s airl<strong>in</strong>e <strong>in</strong>dustry: no longer will the<br />

CAAC micro-manage its <strong>airl<strong>in</strong>es</strong> now it<br />

has become a regulator.<br />

8. Guangzhou-based Ch<strong>in</strong>a Southern<br />

Airl<strong>in</strong>es jo<strong>in</strong>ed the list of the top 20 busiest<br />

<strong>airl<strong>in</strong>es</strong> <strong>in</strong> the world. In December it<br />

welcomed on board its 20 millionth passenger.<br />

7. In April, an Air Ch<strong>in</strong>a Boe<strong>in</strong>g 767-<br />

200 crashed <strong>in</strong>to a foggy mounta<strong>in</strong>side<br />

<strong>in</strong> South Korea, kill<strong>in</strong>g 129 of the166<br />

passengers on board. This tragedy, the<br />

first <strong>in</strong> Air Ch<strong>in</strong>a’s history, was followed<br />

a month later by a Ch<strong>in</strong>a Northern<br />

Airl<strong>in</strong>es MD-82 crash <strong>in</strong>to the sea near<br />

Dalian, kill<strong>in</strong>g all 103 passengers and<br />

n<strong>in</strong>e crew. Beij<strong>in</strong>g took prompt action to<br />

reaffirm the safety of ma<strong>in</strong>land <strong>airl<strong>in</strong>es</strong>.<br />

In August, it announced that 8 billion<br />

yuan (US$976 million) was available to<br />

assist ma<strong>in</strong>land <strong>airl<strong>in</strong>es</strong> <strong>in</strong> upgrad<strong>in</strong>g all<br />

aspects of safety.<br />

6. In October, after a year of unexpla<strong>in</strong>ed<br />

delays, Taipei f<strong>in</strong>ally approved a<br />

plan by flag carrier Ch<strong>in</strong>a Airl<strong>in</strong>es (CAL)<br />

to buy 25% of Shanghai-based Ch<strong>in</strong>a<br />

Cargo Airl<strong>in</strong>es, the cargo subsidiary of<br />

Ch<strong>in</strong>a Eastern Airl<strong>in</strong>es. The US$47 million<br />

deal was the first airl<strong>in</strong>e <strong>in</strong>vestment by a<br />

Taiwanese company <strong>in</strong> the Ma<strong>in</strong>land. It<br />

overcame huge political hurdles <strong>in</strong> Taiwan<br />

to w<strong>in</strong> approval. Taiwan is considered by<br />

Beij<strong>in</strong>g to be a renegade prov<strong>in</strong>ce.<br />

5. Taiwanese legislator John Chang,<br />

a KMT-affiliated opposition politician,<br />

raises the idea <strong>in</strong> December of allow<strong>in</strong>g<br />

the island’s carriers to operate charter<br />

services to the Ma<strong>in</strong>land <strong>in</strong> the run-up<br />

to the Lunar New Year, as the first step<br />

to the resumption of cross-strait regular<br />

scheduled services. As <strong>Orient</strong> <strong>Aviation</strong><br />

went to press, tickets for the charter<br />

flights were on sale.<br />

4. In May, tired of years of fruitless<br />

Ch<strong>in</strong>a Southern Airl<strong>in</strong>es: <strong>in</strong> 2002 jo<strong>in</strong>ed the list of the top 20 busiest <strong>airl<strong>in</strong>es</strong> <strong>in</strong> the<br />

action aga<strong>in</strong>st illegal discount<strong>in</strong>g of air<br />

fares by <strong>airl<strong>in</strong>es</strong> and travel agents <strong>in</strong><br />

Ch<strong>in</strong>a, the CAAC, the State Development<br />

and Plann<strong>in</strong>g Commission, the Public<br />

Security Bureau, the Ch<strong>in</strong>a National Tax<br />

Bureau and the General Adm<strong>in</strong>istration<br />

for Industry and Commerce made the unprecedented<br />

move of threaten<strong>in</strong>g travel<br />

agents with police raids and crim<strong>in</strong>al<br />

prosecution if they did not stop.<br />

3. In August, Shanghai-based Junyao<br />

Group, one of Ch<strong>in</strong>a’s top 100 private<br />

companies, surprised the aviation <strong>in</strong>dustry<br />

by <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> Ch<strong>in</strong>a Eastern Airl<strong>in</strong>es<br />

Wuhan Co, a company formed by Ch<strong>in</strong>a<br />

Eastern to take over ail<strong>in</strong>g Wuhan Airl<strong>in</strong>es.<br />

It marked the first time a Ma<strong>in</strong>land<br />

private enterprise had been allowed to<br />

<strong>in</strong>vest <strong>in</strong> an airl<strong>in</strong>e.<br />

2. October saw the list<strong>in</strong>g of Shanghai<br />

Airl<strong>in</strong>es on the Shanghai Stock Exchange.<br />

The growth of the three national carriers<br />

had siphoned capital and bus<strong>in</strong>ess opportunities<br />

from the regional carriers, threaten<strong>in</strong>g<br />

their existence. Shanghai Airl<strong>in</strong>es,<br />

along with Ha<strong>in</strong>an Airl<strong>in</strong>es, cont<strong>in</strong>ued to<br />

represent the cream of the regional carriers<br />

<strong>in</strong> Ch<strong>in</strong>a and, while still m<strong>in</strong>nows,<br />

pose the only serious competitive threat<br />

to the majors on domestic and regional<br />

routes out of the Ma<strong>in</strong>land.<br />

1. Without doubt the number one<br />

news item <strong>in</strong> Ch<strong>in</strong>a last year was the<br />

official creation of six national aviation<br />

giants, after 18 months of squabbl<strong>in</strong>g<br />

and uncerta<strong>in</strong>ty. The move marked the<br />

official merger of n<strong>in</strong>e CAAC-owned<br />

<strong>airl<strong>in</strong>es</strong> <strong>in</strong>to three national champions,<br />

led by Ch<strong>in</strong>a Eastern, Ch<strong>in</strong>a Southern<br />

and Air Ch<strong>in</strong>a.<br />

Three other aviation groups are also<br />

established: Ch<strong>in</strong>a Travel Sky Hold<strong>in</strong>g,<br />

Ch<strong>in</strong>a <strong>Aviation</strong> Oil Hold<strong>in</strong>g and Ch<strong>in</strong>a<br />

<strong>Aviation</strong> Supplies Import and Export<br />

Group.<br />

The three new airl<strong>in</strong>e groups have<br />

419 aircraft and assets of 158 billion yuan<br />

(US$19.28 billion), account<strong>in</strong>g for 80% of<br />

the <strong>in</strong>dustry’s assets. If Ch<strong>in</strong>a’s aviation<br />

<strong>in</strong>dustry is to develop to levels of global<br />

leadership, these six groups will be its<br />

standard bearers.<br />
