Physical Condition of the Public Housing Units
LHA perform annual physical inspections in accordance with the Uniform Physical
Condition Standards (UPCS). The inspection must include 100% of the property, not
just a sampling of the units, and the deficiencies identified must be corrected.
REAC inspections are performed by HUD certified inspectors. LHA has been
designated a standard performer with a PHAS score of 86 out of a possible 100 and
a SEMAP score of 145 out of a possible 150 points in 2009.
Results from the Section 504 Needs Assessment
On an Authority wide basis, there are 61 dwelling units accessible for mobilityimpaired
people and there are 10 dwelling units that can be made fully accessible for
sensory-impaired people.
