HABITUAL OFFENDER PROGRAM DMV imposes a Habitual Offender Revocation when a driver is convicted of three or more traffic crimes or 20 or more traffic violations within a five year period. A Habitual Offender Revocation remains in effect indefinitely. Although a driver is eligible to reinstate the revocation after five years, driving privileges remain revoked until the driver complies with all reinstatement requirements. PROBATIONARY PERMITS Probationary permits may be issued during a habitual offender revocation. These permits are issued for the following reasons: employment; transportation to and from an alcohol or drug treatment program; and, to look for work. When a probationary permit is issued, a restriction “J” is placed on the driver record. The revocation status is updated to indicate REIN BUS and the following entry displays on the record: (a) (b) (c) (d) (a) (b) (c) (d) PROB 08/12/09 05/30/12 HABITUAL Probationary permit issued. Beginning date of the permit. Ending date of the permit. Currently these permits are issued for the length of the underlying revocation. In the past, they were issued for one year and had to be renewed to remain valid. Abbreviation for type of revocation (Habitual Offender). HARDSHIP PERMITS Hardship permits may be issued to persons whose license has been suspended. Hardship permits are issued for employment purposes, to search for work, to drive to and from alcohol or drug treatment programs, etc. When a hardship permit is issued: A restriction “J” is placed on the driver record. Suspension entries show a REIN BUS entry in the STATUS line. A Proof Required Until (PRU 00/00/00 HARDSHP) entry is placed on the driver record. The following entry displays to show the beginning (a) and ending (b) date of the permit: (a) (b) REST 03/26/11 08/12/12 HARDSHIP ISSUED 16
MISCELLANEOUS ENTRIES Several other entries may also appear on the driving record. The following pages explain the entries and how they will appear. IDENTIFICATION CARDS A person was issued an identification (ID) card. The card looks similar to the driver license, but does not grant any driving privileges. This is the date the ID card was last issued or renewed. Expiration date. This is the date the card expires. This field will indicate PARK ID if the person was issued a Disabled Placard Identification Card. These cards are issued only to people who do not possess a valid driver license or photo ID card and who are physically disabled to the point that they cannot go to a field office for a photo ID. When this entry appears on the record, it has a matching issuance entry for a disabled placard. COURT LIMITED LICENSE A judge limited a driver’s driving privileges at the time the driver appeared in court. DMV is required to enter the action on the driving record.
