Single Family Homeownership Programs
Access Home Modification Program – Provides non-interest
bearing second mortgage loans (from $1,000 to $10,000) to
assist persons with disabilities or who have a family member(s)
living in the household with disabilities who are purchasing
homes with a PHFA mortgage and need to make accessibility
modifications. This program provides a deferred payment
loan, with no interest, and no repayment, as long as the buyer
occupies the home as a primary residence.
Closing Cost Assistance Program – Downpayment and
closing cost assistance is available for eligible homebuyers who
are financing their homes using a PHFA mortgage product.
HOMEstead Second Mortgage Program – Provides noninterest
bearing second mortgage loans for down payments and
closing costs. Loans range from $1,000 to $10,000. No repayment
is required until payoff of the first mortgage or sale, transfer
or non-owner occupancy of the property and are forgiven on
an annual basis over five years. Not available in all areas of the
Commonwealth.

incomes at or below 80 percent of their
county’s median income.

PENNSYLVANIA BOARDS & COMMISSIONS
Keystone Government Loan Program – Provides first
mortgage financing on loans insured by the Federal Housing
Administration (FHA) or guaranteed by Rural Development
(RD) or the Department of Veterans’ Affairs (VA). Closing cost
assistance up to $2,000 is available to eligible borrowers in the
form of a non-interest bearing subordinate loan that does not
require repayment until payoff of the first mortgage or sale,
transfer or non-owner occupancy of the property.
Keystone Home Loan PLUS Program – Offers 30-year fixed
rate first mortgage financing to first time home buyers with up
to $3,000 in closing cost and downpayment assistance available.
No origination fees are charged for these loans. Available with
conventional, FHA, VA and RDHS loan types. Income and
purchase price limits apply.
