Core Communities Housing Program – Provides statefunded
grants for affordable housing activities in core communities.
The initiative funds housing activities eligible under
the Housing and Redevelopment Assistance Program for new
or rehabilitated housing developments, but only on previously
developed sites. Grants are for affordable housing activities in
previously developed areas undertaken by counties, municipalities,
redevelopment authorities, and certain nonprofit organizations.
Used for any housing activity permitted by Housing
& Redevelopment Assistance guidelines. (The demolition of
structures may only be funded if there is an immediate housing
reuse for that same site.)

PENNSYLVANIA DEPARTMENTS
Customized Job Training Program (CJT) – Grants for
specialized job training to existing or newly hired employees.
Grants up to 75 percent of the eligible costs for new job
creation, retention, re-training. Must be for actual training.
Trainees must be residents of PA and be employed in PA. Participating
trainees must earn more than 150 percent of current
minimum wage. Training must be guaranteed.
Pending legislation will consolidate this program into PA First.

Early Intervention Program – Provides matching grant
funds to assist municipalities experiencing fiscal difficulties to
develop comprehensive multi-year financial plans and establish
short and long term financial objectives. Grants up to $100,000
for 50 percent of total project cost. Applicant must provide 50
percent match. Refer to program guidelines for details.
Educational Improvement Tax Credit – Provides tax credits
to eligible businesses who contribute to a scholarship organization
of an educational improvement organization.

Elm Street – Grant funds for planning, technical assistance
and physical improvements to residential and mixed use areas
in proximity to central business districts. Used for revitalization
of residential and mixed use neighborhoods, and administration
costs to support an Elm Street Program. Eligible entities
include municipalities, redevelopment authorities, nonprofit
main street organizations, economic development organizations,
and neighborhood improvement districts.
