Act 143 of 1986 – Provide funds for adult literacy programs
that will enable out-of-school youth and adults 17 years of age
and older who are nonreaders or who read below the 5th grade
level or who lack basic English language proficiency to improve
their basic skills in order to increase their prospects for a more
productive life and expand the availability of adult literacy,
family literacy and other adult education programs, including
volunteer programs, in the Commonwealth.
Act 143 of 1986 for a Family Literacy Program – Provide
funds through the Pennsylvania Department of Education for
the establishment of local Even Start projects by integrating
early childhood and adult education for parents into a unified
family program and assist children and adults from low-income
families to meet challenging education performance standards.

Section 223, State Leadership of the Workforce Investment
Act, Title II – Provide funds for the establishment of
adult education and family literacy programs that will assist
adults to become literate and obtain the knowledge and skills
necessary for employment and self-sufficiency; assist adults
who are parents to obtain the educational skills necessary to
become full partners in the educational development of their
children, and; assist adults in the completion of a secondary
school education.
Workforce Investment Act of 1998 Section 231 Funds for
Adult Basic Education – Provide funds for the establishment
of adult education and family literacy programs that will assist
adults to become literate and obtain the knowledge and skills
necessary for employment and self-sufficiency; assist adults
who are parents to obtain the educational skills necessary to
become full partners in the educational development of their
children, and assist adults in the completion of a secondary
school education. The federal share of a grant will be 75 percent
of the total cost of the program. The applicant must provide 25
percent match of the total cost of the program. The local match
may be in kind.
Application Deadline – Late April (Letter
of intent)/ Late May (Grant Application).
Not more than 12.5 percent of the state’s allotment
shall be used for State Leadership
Activities. Not more than 5 percent of a local
applicant’s grant may be used for administrative
costs, unless a higher percent is approved
in advance.
