Circumstances of detention: RS was friendly with R., a known LTTE political member in his village<br />
near Vavuniya. R. moved away from <strong>the</strong> village when fighting between <strong>the</strong> LTTE and <strong>the</strong> government<br />
forces renewed in 2006. In January 2007, <strong>the</strong> LTTE bombed a bridge while an army vehicle was<br />
crossing it and R became a prime suspect. Looking for R., CID officials arrested RS in 2009. In his<br />
medical interview, RS said he was blindfolded, dragged, pushed into a jeep, and told he was being<br />
taken to a police station.<br />
Account (via a Europe-based medical worker/doctor who interviewed RS):<br />
RS told his medical interviewer he was taken to a small room where he was photographed and<br />
fingerprinted. His hands were <strong>the</strong>n tied behind his back and he was taken to a smaller room. The<br />
smaller room was dark except during interrogations, <strong>the</strong> floor was bare, and <strong>the</strong>re was no bedding.<br />
The toilet was a hole in <strong>the</strong> floor. For <strong>the</strong> first three weeks of his imprisonment, RS said he was<br />
interrogated in this room and repeatedly questioned about R.’s whereabouts. After a few more<br />
weeks, he was moved to a cell that he shared with four o<strong>the</strong>r inmates. He was later informed that<br />
he was in Joseph camp.<br />
RS said he was stripped to his underpants, kicked and beaten, hung upside down by his ankles,<br />
and beaten with sticks, heavy PVC pipes, and wires. He said he was burned on his thighs and<br />
elbows with a heated wire plate and burned with cigarettes on his hands and feet. RS said his<br />
interrogators pushed his head in a bucket of water and forced a petrol-infused plastic bag on his<br />
head and tried to asphyxiate him.<br />
RS told his doctor he was forced to perform oral sex and raped anally by one prison guard<br />
every night. He said he was interrogated by <strong>the</strong> guard during <strong>the</strong> rape, and was raped<br />
continually for four months. RS said that <strong>the</strong> living conditions were extremely hard during<br />
detention; he and his fellow inmates had to use one corner of <strong>the</strong>ir room as a toilet and were<br />
provided food once a day.<br />
RS said he managed to secure his release from detention in 2009 after his family bribed<br />
officials in <strong>the</strong> CID. He said he was in Colombo later that year to apply for a visa to <strong>the</strong> UK when<br />
he was stopped by <strong>the</strong> police for an identity check. He was blindfolded, rearrested, and taken<br />
