Circumstances of detention: In February 2007, a group of soldiers and men in civilian clo<strong>the</strong>s<br />
took DV’s husband from <strong>the</strong>ir house in Mt. Lavinia. When DV lodged a complaint about <strong>the</strong> illegal<br />
detention at <strong>the</strong> Mt. Lavinia police station, <strong>the</strong> police provided no information on her husband’s<br />
whereabouts. A few days later, a similar group of officials— six or seven army personnel, including<br />
some men in civilian clo<strong>the</strong>s—came to <strong>the</strong> house again, this time looking for DV.<br />
Account:<br />
The officials who came for me behaved indecently. They abused me and called me a “Tamil bitch”<br />
in Sinhala. They pushed me into a van. I was held face down in <strong>the</strong> van. They drove me for an hour,<br />
<strong>the</strong>n stopped and took me out. I was taken to a small, dark room where <strong>the</strong>y recorded my details. I<br />
later came to know that <strong>the</strong>y took me to Panagoda army camp. They started questioning me. They<br />
asked me about my husband’s involvement with <strong>the</strong> LTTE. They beat me with sticks and wires.<br />
Always, <strong>the</strong> questions were followed by beating. They sexually harassed me during <strong>the</strong><br />
questioning. They touched me indecently and told me I was beautiful. There were always two or<br />
three people who questioned me and tortured me. They showed me some photographs and asked<br />
me to identify <strong>the</strong> LTTE members. The officials who questioned me were in Sri Lankan army<br />
uniform. At night, I was left alone in <strong>the</strong> room. On <strong>the</strong> first night, two officials came to my room and<br />
dragged me to ano<strong>the</strong>r room that looked like <strong>the</strong> duty officers room. There was a bed in <strong>the</strong> room.<br />
The two officials raped me one after <strong>the</strong> o<strong>the</strong>r on <strong>the</strong> floor. 181<br />
DV’s medico legal <strong>report</strong>, on file with <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong>, notes that she suffers from severe posttraumatic<br />
stress disorder on account of her ill treatment and torture in Sri Lanka.<br />
DV told <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> that her uncle managed to secure her release from detention after<br />
arranging payment of a bribe to a brigadier at <strong>the</strong> Panagoda army camp in April 2007. DV was<br />
released in April 2007 on “<strong>report</strong>ing conditions.” 182<br />
