Two men interviewed by <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> had a sharp needle inserted in <strong>the</strong>ir penis. In<br />

one case, this was used to insert metal balls that later had to be surgically removed.<br />

In addition to sexual abuse, some of <strong>the</strong> common forms of torture and cruel, inhuman, and<br />

degrading treatment <strong>report</strong>ed were forceful slapping and punching; sustained kicking all<br />

over <strong>the</strong> body; stomping on limbs with hard boots; beatings with batons, rifle butts,<br />

electric cables or wires, and sand-filled plastic pipes; being thrown against a wall; hair<br />

pulling; partial suffocation by inhaling in a petrol-infused plastic bag; twisting fingers and<br />

limbs; and beating <strong>the</strong> soles of feet.<br />

Also common were burning with a heated metal rod on <strong>the</strong> back, thighs, and soles of feet;<br />

burning with glowing cigarettes; repeated suspension from a metal bar with both hands<br />

tied at <strong>the</strong> wrists; suspension upside down; sleep deprivation including by flashing lights,<br />

loud noises, being poked with sticks, or having dry chili powder thrown into one’s eyes;<br />

and having one’s head pushed into dirty water.<br />

Psychological torture and ill-treatment included being verbally abused in Tamil or Sinhala;<br />

being threatened with execution or <strong>the</strong> execution of loved ones; and hearing screams of<br />

o<strong>the</strong>rs being tortured. In one case, an officer of <strong>the</strong> Colombo Crime Division in Dehiwela<br />

police station forced 26-year-old PR to sit on his knees with his head under <strong>the</strong> bed and<br />

<strong>the</strong> officer would sit on him, using him like a stool for hours at a stretch. When PR begged<br />

him to stop, <strong>the</strong> officer threatened to kill him.<br />

Former detainees who spoke to <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> said <strong>the</strong>y were held in filthy, small<br />

detention rooms or cells with little or no access to toilet facilities, forcing <strong>the</strong>m to defecate<br />

in a plastic bag. One bucket of water would be provided to drink and wash. The amount of<br />

food available to detainees varied, but many told <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> that <strong>the</strong>y were fed<br />

only once daily during <strong>the</strong>ir detention.<br />
