• Establish, maintain, and publicize a centralized database of all detainees,<br />
including those detained for “rehabilitation,” providing <strong>the</strong> dates of arrest and<br />
detention, <strong>the</strong> authority issuing such orders, and all transfer, release and<br />
revocation orders;<br />
• Ensure all ranks of <strong>the</strong> security forces, including <strong>the</strong> military, police, Criminal<br />
Investigation Department, and Terrorist Investigation Division, receive regular and<br />
appropriate training on civilian protection;<br />
• Institute a reparations program in accordance with international standards for all<br />
victims of serious human rights violations committed during <strong>the</strong> armed conflict,<br />
including victims of custodial torture;<br />
• Provide reproductive and sexual health services, and psycho-social support for all<br />
victims of alleged rape and o<strong>the</strong>r sexual violence. Permit appropriate domestic and<br />
international nongovernmental organizations to provide <strong>the</strong>se services to<br />
individuals in nor<strong>the</strong>rn and eastern Sri Lanka;<br />
• Ratify <strong>the</strong> following international conventions: <strong>the</strong> Optional Protocol to <strong>the</strong> UN<br />
Convention against Torture and O<strong>the</strong>r Cruel, Inhuman or Degrading Treatment or<br />
Punishment; <strong>the</strong> Rome Statute of <strong>the</strong> International Criminal Court; and <strong>the</strong><br />
International Convention for <strong>the</strong> Protection of All Persons from Enforced Disappearance;<br />
• Invite and facilitate <strong>the</strong> visits of UN special procedures including <strong>the</strong> UN special<br />
rapporteur on torture, <strong>the</strong> UN Working Group on Arbitrary Detention, <strong>the</strong> UN Working<br />
Group on Enforced Disappearances, <strong>the</strong> UN special rapporteur on violence against<br />
women, and <strong>the</strong> UN special rapporteur on <strong>the</strong> independence of judges and lawyers.<br />

• Call for <strong>the</strong> establishment of an independent investigation in allegations of<br />
violations of international human rights and humanitarian law by all parties during<br />
<strong>the</strong> final months of <strong>the</strong> armed conflict in Sri Lanka;<br />

• Support <strong>the</strong> establishment of an independent international mechanism under <strong>the</strong><br />
UN secretary-general to establish accountability for alleged violations of<br />
