Circumstances of detention: SA, a Tamil political activist, was abducted by a group of men in<br />

civilian clo<strong>the</strong>s in April 2012.<br />

They were all armed with pistols and T56 [military assault] rifles. 106 They all seemed drunk. They<br />

told me to kneel and removed my clo<strong>the</strong>s and used my shirt to blindfold me. I was threatened with<br />

a pistol and beaten for around 15-20 minutes. They kicked my genitals. They sexually assaulted<br />

me. It was clearly done to humiliate me. I was blindfolded and taken to an unknown detention site.<br />

I was repeatedly beaten up and interrogated. When I was not being questioned, my legs and hands<br />

were cuffed to a steel bed. That night I was taken to a third place, which was like an abandoned<br />

motel. I was kept blindfolded throughout but questioned more systematically. After two days, I was<br />

dropped in front of a police station. My abductors did not appear to have any fear of <strong>the</strong> police and<br />

told me, “If you try to escape, go elsewhere, or contact colleagues, you’ll be shot.” 107<br />

Before SA was released, his captors told him that he was being dropped at a police station, saying:<br />

“You should go right in, don’t look back at our vehicle. We will use different number plates so it<br />

won’t be useful.”<br />

At <strong>the</strong> police station, SA was taken to see <strong>the</strong> senior superintendent of police and subsequently<br />

released from detention.<br />
