Circumstances of detention: In April 2010, CR went back to Mullaithivu town from Colombo to<br />
reclaim a piece of land to which he had lost access during <strong>the</strong> armed conflict. He was staying in a<br />
relative’s house when an army truck drove up one evening and parked outside <strong>the</strong> house. CR told<br />
<strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong> that six soldiers got out of <strong>the</strong> truck and dragged him into <strong>the</strong> truck. CR said<br />
he was taken to Kilinochchi for five days and <strong>the</strong>n taken in <strong>the</strong> truck to Joseph Camp in Vavuniya.<br />
Account:<br />
I was taken by truck from Kilinochchi to Joseph Camp in Vavuniya where I was detained in a small,<br />
dark room. I was repeatedly questioned by a mixed group of army officials in uniform and civilian<br />
clo<strong>the</strong>s, and some members of <strong>the</strong> EPDP. They repeatedly questioned me about my travel abroad<br />
and my links with <strong>the</strong> LTTE. They forced a petrol-infused plastic bag on my head and tried to<br />
asphyxiate me while <strong>the</strong>y beat me. They hung me upside down and beat me with wires and sandfilled<br />
pipes. I was raped with small, glass Coke bottles. The officials would do this as <strong>the</strong>y were<br />
questioning me. The officials inserted an iron rod in my penis. I screamed and said I would confess<br />
everything. After I signed <strong>the</strong> confession paper in Sinhala, <strong>the</strong> officials only harassed me and beat<br />
me. They did not sexually abuse me after I signed <strong>the</strong> confession. 130<br />
CR’s medico legal <strong>report</strong>s, on file with <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong>, note that <strong>the</strong> injuries on his back and<br />
thighs “are typical of <strong>the</strong> events described by him of being intentionally burnt with a hot long<br />
instrument.” CR’s psychiatric assessment notes that he is suffering from complex post-traumatic<br />
stress disorder along with features of major depressive disorder and an enduring personality change.”<br />
CR said he was released from detention after his uncle bribed <strong>the</strong> authorities in June 2010.<br />
