Summary<br />

The police officials accused me of being an LTTE [Liberation Tigers of Tamil<br />

Eelam] member and returning to Sri Lanka from abroad to revive <strong>the</strong> LTTE.<br />

They blindfolded me and pushed me into a jeep. They kept asking me <strong>the</strong><br />

same questions, about which o<strong>the</strong>r LTTE members I worked with, my<br />

activities abroad. I kept refusing to answer. I was beaten up with several<br />

objects, burned with cigarettes, suspended from <strong>the</strong> ceiling, sexually<br />

abused, and raped. I was raped by different people for three nights—it was<br />

dark so I couldn’t tell <strong>the</strong>ir faces.<br />

They asked all six of us if we had any links with <strong>the</strong> LTTE. I did not want to<br />

lie and get caught so I told <strong>the</strong>m that I had worked for <strong>the</strong> LTTE. I was taken<br />

to Veppankulam camp in Vavuniya. I was questioned and tortured by Sri<br />

Lankan army personnel and some were in uniform. I was raped many times.<br />

I cannot recall how many times. I was kept in detention for 15 days. Finally, I<br />

agreed to sign papers and admit that I was a <strong>full</strong> member of <strong>the</strong> LTTE. I just<br />

wanted <strong>the</strong> rapes and torture to stop.<br />

There have long been <strong>report</strong>s that <strong>the</strong> Sri Lankan military and police forces rape and<br />

sexually abuse ethnic Tamils detained for alleged links to <strong>the</strong> secessionist Liberation<br />

Tigers of Tamil Eelam (LTTE), among o<strong>the</strong>r forms of torture and ill-treatment. During <strong>the</strong> 26-<br />

year-long conflict between <strong>the</strong> Sri Lankan government and <strong>the</strong> LTTE, state security<br />

personnel were responsible for numerous acts of sexual violence against women, men,<br />

and children in official and secret detention centers seeking to coerce confessions,<br />

degrade <strong>the</strong>m, and discourage broader Tamil involvement with <strong>the</strong> LTTE. Although <strong>report</strong>s<br />

by United Nations expert bodies have documented some of <strong>the</strong>se abuses, including<br />

details of specific cases, most have gone un<strong>report</strong>ed.<br />
