acting on his own, but, even in those cases, <strong>the</strong> officers acted with complete impunity in a<br />

context in which rape and sexual violence were also used for extracting confessions.<br />

A number of cases involved individuals who were returning to Sri Lanka from abroad ei<strong>the</strong>r<br />

because <strong>the</strong>y had been deported or had voluntarily returned. For instance, SV was taken<br />

into custody upon arrival at Colombo’s international airport on December 10, 2010, having<br />

exhausted his asylum claims in France. He told <strong>Human</strong> <strong>Rights</strong> <strong>Watch</strong>:<br />

The officials introduced <strong>the</strong>mselves as CID and told me <strong>the</strong>y had to take me<br />

for questioning. I was taken to <strong>the</strong> 4th floor of <strong>the</strong> CID headquarters in<br />

Colombo. I did not know where I was being taken at <strong>the</strong> time. I was<br />

photographed once we reached <strong>the</strong> CID headquarters and <strong>the</strong>n pushed up<br />

<strong>the</strong> stairs to a small dark room. The officials kept hitting me on <strong>the</strong> head as<br />

<strong>the</strong>y pushed me up <strong>the</strong> stairs.<br />

I was kept in detention for more than a month. During this time, I was<br />

questioned and beaten up every day. They asked me about my activities<br />

with <strong>the</strong> LTTE in France. They brought pictures of my participating in antiwar<br />

protests in France and accused me of betraying <strong>the</strong> government. They<br />

asked me for <strong>the</strong> names of o<strong>the</strong>rs who had organized <strong>the</strong> protests in France.<br />

I was locked in a dark room and my hands were tied in <strong>the</strong> position of a<br />

crucifix. I <strong>the</strong>n was burned all over my arms in this position. I was beaten<br />

with hot metal rods on my back and thighs. I was sometimes poked with<br />

<strong>the</strong> end of a hot poker and <strong>the</strong>y kicked my head with metal-toed boots. I<br />

was raped many times. Two men would come to my room and one would<br />

hold me down. They would take turns raping me.<br />

In some cases, information from an earlier detention was used during <strong>the</strong> second<br />

interrogation—for those detainees who were abducted and abused by unknown men in<br />

civilian clo<strong>the</strong>s during <strong>the</strong> second detention, this use of old information was evidence of<br />

state complicity in <strong>the</strong>ir mistreatment.<br />
