MM AQ-7: On-Site Sweeping at SCIG Facility Timing: During Project operation. Implementation: BNSF<br />

BNSF shall sweep the SCIG facility on-site, along routes used<br />

by drayage trucks, yard hostlers, service trucks <strong>and</strong> employee<br />

commuter vehicles, on a weekly basis using a commercial<br />

street sweeper or any technology with equivalent fugitive dust<br />

control.<br />

Methods: This measure shall be incorporated into the<br />

lease agreement. Biannual tenant compliance reports<br />

shall be supplied to the LAHD Environmental<br />

Management Division. Enforcement shall include<br />

oversight by the Real Estate Division.<br />

MM AQ-8. Low-Emission Drayage Trucks. Timing: During Project operation. Implementation: BNSF<br />

<strong>Monitoring</strong> <strong>and</strong> <strong>Reporting</strong>:<br />

LAHD, Environmental Management <strong>and</strong> Real Estate<br />

Divisions<br />

This proposed measure would require drayage trucks calling<br />

on the SCIG facility to meet an emission reduction in diesel<br />

particulate matter emissions (DPM) of 95% by mass relative<br />

to the federal 2007 on-road heavy-duty diesel engine emission<br />

st<strong>and</strong>ard (“low-emission” trucks). The requirement for the<br />

percentage of trucks calling on the SCIG facility to be lowemission<br />

trucks is as follows: 10 percent in 2016; 12 percent<br />

in 2017; 15 percent in 2018; 20 percent in 2019; 25 percent in<br />

2020; 35 percent in 2021; 50 percent in 2022; 75 percent in<br />

2023; 80 percent in 2024; 85% in 2025; <strong>and</strong> 90 percent in<br />

2026 <strong>and</strong> beyond.<br />

BNSF will be required to specify in their drayage contracts<br />

that all drayage trucks calling on the SCIG facility shall use<br />

dedicated truck routes <strong>and</strong> GPS devices <strong>and</strong> shall meet the<br />

requirements specified above <strong>and</strong> will incorporate the fleet<br />

mix into the operations by the end of the specified years<br />

through the term of the lease. BNSF will be required to install<br />

Radio-Frequency Identification (RFID) readers to control<br />

access at the gate to the SCIG facility. Truck logs <strong>and</strong><br />

throughput volume will be provided to the LAHD<br />

Environmental Management Division for tracking <strong>and</strong><br />

reporting.<br />

In the event that throughput volume at the SCIG facility<br />

increases beyond the levels that were analyzed for any<br />

specific future year, the LAHD will determine if the phase-in<br />

schedule must be accelerated beyond that described above.<br />

Methods: This measure shall be incorporated into the<br />

lease agreements. Bi-annual tenant compliance reports<br />

shall be supplied to the LAHD Environmental<br />

Management Division. Enforcement shall include<br />

oversight by the Real Estate Division. Annual staff<br />

reports shall be made to the POLA Executive Director.<br />
