Construction Traffic Management Plan<br />

POLA requires contractors to prepare a detailed traffic management plan for Port projects. A traffic<br />

management plan containing traffic control measures conforming to the requirements <strong>and</strong> guidance of<br />

the Los Angeles Department of Transportation (LADOT), Caltrans, <strong>and</strong> the cities of Carson <strong>and</strong> Long<br />

Beach, would be required at the time construction permits are obtained. At a minimum, the traffic<br />

management plan shall contain the following:<br />

Detour plans<br />

Coordination with emergency services <strong>and</strong> transit providers<br />

Coordination during the entire construction period with surrounding property owners,<br />

businesses, residences, <strong>and</strong> tenants through the establishment of a community construction<br />

liaison <strong>and</strong> public noticing within at least a one mile radius of the project site (in English,<br />

Spanish, <strong>and</strong> other languages if necessary) via brochures, mailings, community meetings, <strong>and</strong> a<br />

project website<br />

Advanced notification of temporary bus stop loss <strong>and</strong>/or bus line relocation<br />

Identification of temporary alternate bus routes<br />

Advanced notice of temporary parking loss<br />

Identification of temporary parking replacement or alternate adjacent parking within a<br />

reasonable walking distance<br />

Use of designated haul routes, use of truck staging areas<br />

Observance of hours of operations restrictions <strong>and</strong> appropriate signing for construction<br />

activities.<br />

The traffic management plan would be implemented for all construction work directly related to the<br />

SCIG facility <strong>and</strong> the PCH grade separation by BNSF <strong>and</strong> may be required, in whole or in part as<br />

deemed necessary by LADOT, for overlapping construction activities at the alternate business sites.<br />

Timing: Prior to <strong>and</strong> during Project construction.<br />

Method: This measure shall be incorporated into BNSF’s <strong>and</strong> Alternate Business Location Tenants’<br />

bid <strong>and</strong> contract specifications approved by LAHD for all construction work to reduce the impacts of<br />

construction traffic. The contractor(s) shall submit a Construction Traffic Management Plan for<br />

review <strong>and</strong> approval by BNSF <strong>and</strong> Tenants prior to beginning any construction activity. The<br />

contractor(s) shall adhere to these specifications throughout construction phases. Enforcement shall<br />

include oversight by BNSF’s <strong>and</strong> Tenants’ project/construction managers or designated building<br />

inspectors to ensure compliance with contract specifications.<br />
