To ensure adequate long-term solid waste management, the<br />
proposed Project will be required to comply with policies <strong>and</strong><br />
st<strong>and</strong>ards set forth in the City’s Solid Waste Integrated<br />
Resources Plan (SWIRP) following 2025.<br />
Methods: This measure shall also be incorporated into<br />
the lease agreements. Bi-annual tenant compliance<br />
reports shall be supplied to the LAHD Environmental<br />
Management Division. Enforcement shall include<br />
oversight by the Real Estate Division.<br />

MM WR-1a: Dominguez Channel Railroad Bridge Timing: During Project construction. Implementation: BNSF through Construction<br />
Contractors<br />
The following measures shall be implemented during the<br />
reconstruction of the Dominguez Channel Railroad Bridge<br />
1. No construction materials, equipment, debris, or waste<br />
shall be placed or stored where it may be subject to erosion or<br />
could flow into the channel. Construction materials shall not<br />
be stored in contact with the soil.<br />
2. Floating booms shall be used to assist in containing<br />
debris discharged into Dominguez Channel, <strong>and</strong> any debris<br />
discharged shall be removed as soon as possible but no later<br />
than the end of each day.<br />
3. A silt curtain shall be utilized to help control turbidity<br />
during reconstruction of the Dominguez Channel Bridge.<br />
BNSF shall limit, to the greatest extent possible the<br />
suspension of benthic sediments into the water column.<br />
Reasonable <strong>and</strong> prudent measures shall be taken to prevent all<br />
discharge of fuel or oily waste from heavy machinery or<br />
construction equipment or power tools into the Dominguez<br />
Channel. Such measures include deployed oil booms <strong>and</strong> a silt<br />
curtain around the proposed construction zone at all times to<br />
minimize the spread of any accidental fuel spills, turbid<br />
construction-related water discharge, <strong>and</strong> debris; training<br />
construction workers on emergency spill notification<br />
procedures; proper storage of fuels <strong>and</strong> lubricants; <strong>and</strong><br />
provisions for on-site spill response kits.<br />
Methods: This measure shall be incorporated into<br />
BNSF’s bid <strong>and</strong> contract specifications approved by<br />
LAHD. The contractor(s) shall adhere to these<br />
specifications throughout construction phases.<br />
Enforcement shall include oversight by BNSF’s<br />
project/construction managers or designated building<br />
inspectors to ensure compliance with contract<br />
specifications.<br />
