Within the context of social services, families and their children will be provided with<br />

information and psychological support, and if there are any disabled or elderly persons, arrangements<br />

will be made to ensure that they benefit from the facilities and services which<br />

the State provides for these groups.<br />

12. In order for children of labourers of compulsory school age to continue their education,<br />

arrangements shall be made for children to attend the Regional Boarding Primary Schools<br />

in their usual place of settlement or in the region to which they have migrated as guest students<br />

or to take advantage of the most suitable options such as mobile schools or bussing<br />

to the nearest school. Effective use shall be made of incentives such as conditional cash<br />

transfers and school uniforms and education materials shall be obtained for the children<br />

from the Provincial/District Social Assistance and Solidarity Foundations.<br />

13. The necessary preparations shall be made to provide adult literacy courses, social and<br />

cultural activities and vocational training courses, especially for women and young girls,<br />

when the workers return home.<br />

14. Improvements will be made in the current situation of the labourers with respect to<br />

social security through work to be conducted by the Social Security Board. An effective<br />

struggle shall be waged against child labour and the abuse of child labour.<br />

15. The certification of labour force intermediaries in agriculture shall be made compulsory.<br />

Arrangements shall be made to avoid disagreements resulting in injustices by preventing<br />

unlicensed labour intermediaries from providing labourers, and by ensuring that contracts<br />

are signed, either between intermediaries and employers or directly between labourers and<br />

employers. Efforts will be made to resolve any disputes arising between the employer or<br />

intermediary and the labourers over amounts to be paid within the boards established in<br />

the provinces and districts.<br />

16. Labour intermediaries who take on work without certification or without signed contracts<br />

shall be subject to inspection by the Turkish Employment Agency in the scope of the<br />

provisions of the “Regulation on the Licensing of Intermediaries to find Workers and Jobs in<br />

Agriculture and Inspection of Intermediaries” and the provisions of the relevant legislation<br />

will be enforced.<br />

17. All these measures and actions will be undertaken under the supervision and oversight<br />

of the Governorships. In order for the measures to be properly understood and implemented,<br />

awareness-raising and information activities will be planned for labourers and intermediaries<br />

in provinces where migratory labourers are recruited and for employers and local<br />

people in the receiving provinces. The measures to be taken at the provincial level shall<br />

be published by Governorships and procedures for the implementation of administrative<br />

and legal sanctions against those not acting in accordance with these decisions shall be<br />

commenced without delay.<br />

18. The necessary resources required for all these activities shall be met, in line with the<br />

projects prepared by the Governorships, from allocations to be sent to the Special Provincial<br />

Administration by the Ministry of Labour and Social Security out of the resources<br />
