CHAPTER 4: THE IMPLEMENTATION OF THE 2007 SALARY REFORM AT SCHOOL LEVEL<br />

On adopng the procedure to set the work norms of kindergarten and general educaon school teachers, and to<br />
calculate and discharge the salaries of teachers and certain other officials<br />

10. The weekly hours of a school and kindergarten teacher shall be 40 hours.<br />
11. A school teacher shall complete works equal to 34 hours of implemenng the standards and other<br />
work equal to 6 hours in a week. 19 of the 34 hours corresponding to the works to implement standards<br />
shall be designated for teaching hours. 3<br />
Joint Order #307/91/237, quoted above, further elaborates on the definion of overme: payment for<br />
overme is considered, as was before, if a teacher teaches beyond the 19 hours of statutory teaching<br />
load. In this case, the teacher is compensated in accordance with Arcle 53 of the Labor Law.<br />
The interview queson on the minimum and maximum number of teaching hours yielded unreliable<br />
answers because both managers and teachers avoided speaking about excessive teaching loads. The<br />
research team therefore used the teacher weekly work schedule to retrieve informaon on how many<br />
hours the teachers at the school were teaching on average. In addion, the research team gathered data<br />
on the lowest and highest teaching load assigned to teachers in the school. The data were collected for<br />
all four terms in the school year in recognion that the weekly teaching hours may vary by term.<br />

Average teaching hours: On the average, teachers teach 20.4 hours per week—that is, teachers make<br />
approximately 1.4 hours of overme per week for addional teaching and earn therefore slightly more<br />
than two hours more in addion to their base salary. 26 The supplementary income from these addional<br />
hours amounts to 3,860 MNT per week or 15,442 MNT per month. 27<br />
Lowest and highest teaching hours per week: On average, the lowest teaching assignment in the<br />
examined schools was 15.7 hours and the highest was 25.6 hours per week. As shown in Table 11, there<br />
were a few outliers, that is, teachers who taught far more than 25.6 hours (up to 39 hours) and others<br />
who taught significantly less than 25.6 hours (9 hours per week is the minimum).<br />
