A BETTER BUSINESS NATION THROUGH EFFICIENCY 31. Malaysia ranked significantly higher for Business Efficiency at 4 th position this year (2012:6 th ). This position is bolstered by the effectiveness of several key criteria which include Attitudes and Values, ranked 4 th (2012:5 th ), Finance, ranked 9 th (2012:10 th ) as well as Productivity & Efficiency, ranked 22 nd (2012:23 rd ). Key to the business environment are issues pertaining to talent as well as human capital which are crucial to sustain Malaysia’s competitiveness. Strategic programmes include review of the education system, review of existing and proposed labour legislation and policies, foreign worker policies, upskilling and upgrading the workforce, and strengthening human resource management had been prioritised. The effectiveness of these programmes are reflected in Management Practices, Attitudes and Values as well as Labour Market achieving top 10 positions at both 4 th and 6 th respectively. 32. For Malaysia to compete regionally and globally, Malaysia must unleash productivity-led growth and innovation. In this context, efforts to drive productivity and innovation through higher Total Factor Productivity (TFP) is imperative. To achieve this, Malaysia has to ensure that private sector investment grows by at least 12.8% per annum with TFP growth of 2.3% and productivity growth of 4.6%. Boosting productivity involves many socio-economic dimensions. Especially important is to inculcate a high performance culture across all strata of the economy, creating high performing institutions, firms, industries as well as high potential corporate leaders and Malaysia improved its Business Efficiency ranking to 4th in <strong>2013</strong>. The effecveness of programmes pertaining to talent as well as human capital had been successful as reflected in Management Pracces, A tudes & Values as well as labour market achieving top 10 posions at both 4th & 6th respecvely. 19
