14. Business Efficiency which measures the extent to which the national environment encourages enterprises to perform in an innovative, profitable and responsible manner, improved by 2 rungs to be ranked a credible 4 th (2012:6 th ). The sub-factors which comprise Labour Market, Finance, Management Practices, Attitudes and Values are all ranked in the top ten. Although Productivity and Efficiency has improved to 22 nd position (2012:23 rd ), it is still an area of concern. In this regard, to sustain labour cost competitiveness and propel the country into a high income nation, productivity and efficiency gains through initiatives such as reskilling, automation and technology are crucial. Business Efficiency improved by 2 rungs to a credible 4 th posion. 15. Technological Infrastructure which improved by 3 positions to 13 th position (2012:16 th ) had contributed to the overall performance of the Infrastructure factor. Infrastructure is currently ranked 25 th and had been steadily improving for the last three years. However, infrastructure needs to be further enhanced, specifically in the areas of Health & Environment, Education and Scientific Infrastructure. While the Ministry of Health (MOH) has been assessing, reviewing and piloting various initiatives aimed at strengthening the national health sector in order to address the emerging challenges and issues faced by the health system, it is worthwhile to note that indicators such as health expenditure, life expectancy at birth, healthy life expectancy and number of physicians and nurses (medical assistance) are ranked above 40 among 60 economies in this report. 16. The government had rolled-out numerous policy initiatives and institutional support such as the National Policy on Environment, National Green Technology Policy, National Innovation Strategy as well as National Broadband Initiative to steer the Infrastructure factor ranked 25 th remains an area of concern, specifically in Health & Environment, Educaon and Scienfic Infrastructure. 8

With the implementation of the National Education Blueprint <strong>2013</strong>-2025, Malaysia would be able to produce highly skilled and holistic human capital who are able to compete in the international arena. 17. Government Efficiency which measures the conduciveness of government policies declined by 2 positions. The sub-factors that contributed to this decline are Societal Framework, Business Legislation, and Institutional Framework. This highlights that there are still weaknesses in the system which need to be scrutinised and addressed. The government is committed to building a resilient, dynamic and innovative economy; enhancing security and public safety; strengthening women’s participation; fighting corruption as well as revitalising the public service and enhancing good governance. With regards to budget deficit, the government had been successful in reducing the deficit from 6.7% in 2009 to 4.5% in 2012 and is committed to reduce the deficit further to 3% by 2015.
