• The importance of accurate selection is evident from the<br />
aim - to create an efficient body of tradesmen. The number of<br />
trainees will be determined centrally. For your in<strong>for</strong>mation,<br />
it can now be stated that this does not depend, on present<br />
requirements but exclusively on tasks planned <strong>for</strong> the future.<br />
One project may be mentioned as an example - Wewelsburg. On<br />
orders from the Reichsfahrer SS (C-in-C of the SS) , this project<br />
will be carried out on a large scale immediately after the war.<br />
On this one project, the Reichsftihrer requires that at least'<br />
1,000 qualified masons be employed. The need <strong>for</strong> other quAl l fled<br />
workers is thus - self-evident. Beyond that, reference must be<br />
made to the camps to be erected in the new Eastera spheres which<br />
have yet to be organised and whose manpower will be employed <strong>for</strong><br />
the great reconstruction works in the East. A reserve of tradesworkers<br />
<strong>for</strong> these camps, to be used in the fulfilment of future<br />
tasks, :rust now be <strong>for</strong>med. Por the accomplishment of this, the<br />
following command. seems fitting: 'Every fit HB.ftlinge a<br />
Facharbeiter (specialist trade-worker)<br />
These tasks must be instituted with the greatest energy and<br />
enthusiasm and must command the most far-reaching preparations.<br />
The facilities <strong>for</strong> this training will vary with each camp. Hence,<br />
the degree to which the proposed aim will be attained, both in<br />
detail and in its entirety, will depend, in spite of basic training<br />
policies, upOn the adaptability and initiative of my colleagues."<br />
14. Pifrther e in Concentration Camp Administration<br />
Further administrative developments took place in February<br />
1942. The allocation of labour in the concentration camps was<br />
placed under the supervision of the Camp Commandants and. the<br />
post of Schutzhaftlagerftihrer E was abolished. Now, <strong>for</strong> the<br />
first time, reference is made not to Verwaltungs-u. Wirtschattshauptamt,<br />
but to Wirtschafts- u. Verwaltungshauptamt. The last<br />
order signed by the Inspekteur der Konzentrationslagr was in<br />
March 194.2. It was at the end of this month that the final<br />
reorganisation of the SS-WVHA took place and the office of<br />
_m_ste_d_<br />

D'. Since that time, the present organisation has been in<br />
existence.<br />
POHL, who was Chef des Hauptamtes Haugha.lt und Bauten,<br />
became Hauptamtchef WVHA or Chef des Wirtschafts-u. Verwaltun s-<br />
hauptamt (Chief of SS Economic and. Administrative Department);<br />
LORNER, who was Chef des .Amtes I, became sgntpenchef (Chief<br />
of . Suppiy); and FRANK, who was Chef des Verwaltun salutes, became<br />
Amtsgruppenchef W (Chief of Economic Enterprises).<br />
Amtsgruppe W (EconomiC Enterprises) is the department of the<br />

l which supervises SS Economic Enterprises, <strong>for</strong> which prison<br />
labour is employed (<strong>for</strong> complete breakdown of .Amtsgruppe W and<br />
all Enterprises controlled by it and using Camp labour see<br />
IIDS/G/8). Most camps use the labour of their inmates, and in<br />
some cases factories have been built within the camps. • Where it<br />
is not expedient to set up an SS enterprise within the camp, the<br />
camp labour is farmed out• to private firms or Used on sub-contract<br />
work. Thus the concentration camps give the SS a virtually<br />
inexhaustible source of cheap and expendable labour (See Pariexe C).<br />
