Reports are often vague concerning the true status of many<br />

camps, being almost invariably in.camplete, based on hearsay,<br />

mutilated, in transmission, distorted in some fashion or out of<br />

date.<br />

• Legal definitions <strong>for</strong> the Cuarpe differ widely in the various<br />

German-occupied. areas of Europe. For example, Straflager (Punitive<br />

Camps) in Poland are frequently Somewhat similar to prisons, and<br />

serve the same purpose, but the treatment of inmates may correspond<br />

to that practised in concentration Cathps In Germany.<br />

There appears to be no definite <strong>for</strong>mula <strong>for</strong> the establishment<br />

of aetention centres. New camps are often attached to existing<br />

penal •institutions, or a KOnzentrationslager may be added to or<br />

use the facilities of a Zuchthaus .' (Penitentiery) (the KL<br />

ORANIENBURG uses the crematoriuth at the 'PL6TZENSEE Zuohthaus).<br />

Concentration Camps may be expanded by the addition, <strong>for</strong><br />

example, of a Straflager far ArbeitsverWeigerer (Penal Camp, <strong>for</strong><br />

•Persons ReAlsing to Work).<br />

Dulags (Durchgangslager, or Transit Canto) and interntnent<br />

camps have appeared erroneously in Some lists ai Kris, perhaps<br />

because the tern Dulag may also be applied to. collecting stations<br />

of all sorts <strong>for</strong> Schutzhiftlinge (Persona in Protective CuatodY) •<br />

The Dulags mentioned in the. list (Annexe A, Part Two) , however,<br />

are most likely <strong>for</strong> Schutzhaftlinge an& in no way'connected with<br />

those of the aimed: <strong>for</strong>ces of, Germany, and d.eserte, there<strong>for</strong>e<br />

to be incorporated.<br />

Regular Wehrmaoht penal establishments are referred to as-<br />

Soldatenkonsentrationslager (SKs or Soldiers' Concentration Camps<br />

or Sander KZs (Special ,Purpose Concentration Camps).<br />
