The following instructions were published by the concentration<br />
can MAUTHAUSER/GUSEN, Oberdonati and refer to German inmates.<br />
It may be assumed that simi l ar instructions were published by<br />
other camps.<br />

Every prisoner may receive from and send. to his relatives one<br />
letter or one postcard per, month.<br />
Letters to prisoners must be legibly written in ink and. may<br />
contain only 15 lines per page.<br />
Only one sheet• of normal size notepaper may be used.<br />
• Envelopes must contain no<br />
Only five stamps, each to the value of 12 Pferraigs, may be<br />
endlosed in a letter. All other enclosbres are subject to<br />
confiscation.<br />
Postcards may contain not over ten 'lines.<br />
Photographs may not be used as postcards.<br />
Sending of money is permitted; but exact surname and<br />
christian names, date of birth ., as well as prison block and<br />
cell must be stated.<br />
Newspapers are permitted, but may be ordered only at the<br />
camp post office,.<br />
Parcels are prohibited since inmates Can purchase all their<br />
requirements within the camp.<br />
It is useless to address the camp authorities with any<br />
appliCations <strong>for</strong>; release from custody.<br />
Al]. mail not complying with the above instructions will be<br />
destroyed..<br />
Special postal rules are in .effect <strong>for</strong> <strong>for</strong>eign iniates. In cases<br />
of <strong>for</strong>eign Illiftlinge, including.,PrOnchmen, Belgians, Dutchmen,<br />
Norwegians and. Luxembourgers, marked sheets and envelopes are to<br />
be used by these prisoners. All letters of the lifittlinge are to<br />
be written in German and, in where the inmate does not know<br />
German; permission to write in a f'oreign language may be given.<br />
Nacht und Nebel iliftlinge (see para. 8) are permitted to<br />
receive no mail whatsoever, while previous Luxembourg police<br />
personnel are allowed to receive only once a year.<br />
Russian civilian labourers (Ostarbeiter) are only perMitted<br />
to write on postcards with a. <strong>for</strong>m attached. on which the addressee<br />
May reply. These cards are so worded that the addressee does<br />
not know that the sender is ari inmate of a KL. This would make<br />
it appear that drafted. <strong>for</strong>eign workers are being committed to KLs.<br />
