INTRODUCTION<br />

The Provincial Disaster Management Authority <strong>Balochistan</strong> has been constituted under<br />
the National Disaster Management Ordinance, 2006 (now National Disaster<br />
Management Act, 2011) and it will be the lead agency in any other disaster. All search,<br />
rescue, relief efforts shall be carried out under the guidance and supervision of PDMA<br />
<strong>Balochistan</strong>. All Federal Departments rendering services in the Province, Provincial<br />
Government Departments, Divisional and District Administrations will correspond with<br />
PDMA regarding all issues of disasters, including latest situation, release of funds and<br />
other assistance. The establishment of the Provincial Disaster Management Authority<br />
has enabled the Government, to go a long way in attempting to set-up mechanisms that<br />
can play a crucial role in Disaster Risk Management.<br />

PEOC RATIONALE<br />
Disasters are unresolved development problems. Inappropriate development initiatives<br />
and lack of real time data/information, integrated and holistic approach towards<br />
addressing development problems, lack of coordination and communications have<br />
made the environment a rather intricate issue in <strong>Balochistan</strong>, thus complicating the<br />
disaster risks and vulnerabilities in the province. The lessons learnt from past<br />
disasters (2005, 2007, 2010 floods) call for quick and effective actions to control<br />
the situation and above all save lives. Thus PDMA <strong>Balochistan</strong> realizing the importance<br />
of Coordination and communication and real time data decided to establish Provincial<br />
Emergency Operation Center to address all above queries. With the establishment of<br />
the Provincial Emergency Operations Center, a bridge and platform for timely, accurate<br />
and concerted efforts are now a part of the Government machinery.<br />

FUNCTIONS<br />
The Provincial Emergency Operations Center (PEOC) will serve as a centralized<br />
management center for emergency operations carried out in the Province. PEOC in<br />
Quetta shall be responsible for carrying out the principles of emergency preparedness<br />
and emergency management, or disaster management functions at a strategic level in<br />
