It is a pleasure to report that, during 2000-01, the school board approved labor contracts with the South Windsor Administrators’ Association and the South Windsor Education Association. Both contracts are for a period of three years. Quality Indicators All of the preceding information is important for the citizens to be aware of so that they may gain a perspective on the annual activities of their Board of Education. A glimpse of the results of these activities can be seen in the test reports that were shared. To help round out the picture, please find below a number of quality indicators, or achievements if you will, of the 2000-01school year: • Eli Terry Elementary School was named as a national Blue Ribbon School by the U.S. Department of Education. • Timothy Edwards Middle School’s Future Problem Solving Team earned first place awards and represented the state in the national Future Problem Solving Competition. • South Windsor High School’s robotics team finished first in New England and fourth in the nation in the FIRST robotic competition. • Seven South Windsor High School students were selected for the All-State Music Festival. • Six South Windsor High School art students were awarded gold medal awards in the Connecticut Scholastic Art Awards Competition. • A South Windsor High School teacher of foreign language was selected for a Fulbright teacher exchange with Lima, Peru. • A South Windsor High School teacher of mathematics was chosen as UCONN Math Teacher of the Year. • The Connecticut Association of Schools named an associate principal at Timothy Edwards Middle School as Middle School Assistant Principal of the Year. • A South Windsor elementary principal was named Connecticut's National Distinguished Principal of the Year 2000. • South Windsor High School students constantly achieve semi-finalist and commended status in the National Merit Scholarship competition • Once again the State of Connecticut awarded the South Windsor Public Schools a student achievement grant for demonstrating consistent increase in the number of students SCHOOL ENROLLMENT TRENDS Eli Orchard P.R. To date, the initial forestry and wildlife inventories have been completed for the six major Town properties. Wildlife and forest stand management opportunities are being evaluated to develop overall property management strategies. In addition, the evaluation of several forest project market opportunities has been on going. In April, over 100 volunteers from local girl scout and brownie troops, boy scout troops and local youth church groups, along with their adult leaders and students from MCC, planted 1000 Witch Hazel seedlings. These plantings are being monitored for long-term survival based upon various growing conditions (sun, shade, varying soil pH, with and without fertilizer). GANTICK, P.E., DIRECTOR OF PUBLIC WORKS FISCAL YEAR 2000-2001 Public Works Divisions including the Divisions of Engineering, Street Services/Equipment Maintenance, Parks and Grounds, Public Buildings, Pollution Control, Refuse/Recycling Collection/ Disposal provide essential physical services for the maintenance of Public Facilities and infrastructure. The Department continues to focus on the Town’s mission to provide a wide range of cost-effective quality services that meet customer needs and expectations. The long awaited improvements to Veterans Memorial Park (VMP) pool are to begin August 27, 2001 with the demolition of the pool bottom and concrete decks. Construction Services of New England from Bloomfield, CT is the contractor for the project, having submitted the low bid of $3,075,000. Milestones for construction activities this fall include: filter building construction (Sept./Oct.); forming/pouring of pool bottoms (Sept./Oct.); pool gutter installation (Nov.); bathhouse demolition (Sept.); bathhouse rough plumbing/electrical (Nov./Dec). The use of white pine needles as alternative mulch for landscaped beds is also being evaluated at the Town Hall. Please visit the Public Works Department online at www.southwindsor.org for the latest updates on programs and projects. Below is a summary of activities by Division. The ENGINEERING DIVISION is a group of dedicated individuals who provide a wide variety of technical services and support to residents, developers, consultants, Town Boards and Commissions, and all Town Departments. We are also responsible for the design and construction management of public infrastructure projects. The Engineering Division is currently undertaking the final design of the Reconstruction of Clark Street from Chapel Road to Pleasant Valley Road and Pleasant Valley Road from Clark Street to the Manchester Town Line. We coordinated the design and construction of a stream and slope stabilization project behind High Tower Road, worked on designs for the Miller Road drainage project and the Town Garage Wash Station facility and are continually designing and supporting drainage work performed throughout the Town. The department also conducted a study of stormwater detention basins. Basins were located and mapped using the GPS/GIS systems, and their condition assessed. 2000-2001 ANNUAL REPORT 11
