T O W N O F S O U T H W I N D S O R www.southwindsor.org D E P A R T M E N T O F P U B L I C W O R K S and Grounds was a very active participant in Public Works Day held at Pleasant Valley School this year which gave children a chance to sit down and ask questions about the mowers, trucks and other Division equipment. We also gave away a tree seedling to all students that visited with us. Parks and Grounds worked with the Natural Resource Committee in implementing a plan for planting Witch Hazel on Town-owned property. The Tree Warden, Karl Reichle, sees to the care of all Town trees. In public right of ways, as well as on public grounds. State Statute is followed very closely to see that the trees are managed in a fiscally prudent manner, while still balancing the enhancement of beauty they provide against the danger they can pose. KARL E. REICHLE SUPERINTENDENT OF PARKS AND GROUNDS The DIVISION OF PUBLIC BUILDINGS provides facility management services for numerous Town Buildings. Facility operations and maintenance, annual and long-range facility planning, space planning and management, project management, and facility management are some of the Division's responsibilities. A major function of the Division is the administration of contractual services, which include the maintenance of fire alarm systems, elevators, site generators, and the heating, air conditioning, ventilation and all related temperature control systems. The Division also manages the outsourcing of custodial services and facility refuse removal. Other responsibilities include facility repair and renovation, landlord activities, the provision of support services to various departments, and the processing of private and commercial evictions. Projects undertaken in Fiscal Year 2000/2001 were: • The installation of network computer wire, category 5e, in the Town Hall. • The completion of the Town Garage block heater project where power was supplied to every vehicle bay for the ability to plug in the vehicle block heaters. • The team project of building a vehicle wash bay at the Town Garage. Our contribution was the installation of the water line to the area, the coordination of heat into the area, and the coordination of exterior building modifications and the overhead door installation. Also, the division contracted out all electrical work and oversaw this trade. • Recarpeting of some Town offices and Conference rooms. • Installation of environmental control alarm system at the Public Library, • Many other smaller activities such as outlet installations, telephone relocations, office painting, wallpapering, office/furniture relocations, • The reroofing of the Orchard Hill Farm property. • The installation of new refrigeration equipment at the Orchard Hill Farm. • The installation of two (2) new underground fuel storage tanks at the Town Garage. The Division of Public Buildings maintains a full staff and operates two shifts. Staff is available from 8:00 a.m. through 12:00 midnight. Our goal is to create and provide a pleasant, safe, and healthy environment in all facilities for all Town of South Windsor residents, employees, and visitors. RICHARD A. BOUDREAULT, CFM FACILITIES MANAGER The DIVISION OF WATER POLLUTION CONTROL is responsible for the collection, treatment, and discharge of wastewater. Activities include: wastewater treatment, sludge disposal, laboratory analysis, sewer line cleaning and inspection, and pump station maintenance. This division is also responsible for the operation of the Veteran’s Memorial Park swimming pool pump and filtration system, and for the test/adjustment of water chemistry for the maintenance of pool water quality. 14 2000-2001 ANNUAL REPORT
www.southwindsor.org T O W N O F S O U T H W I N D S O R D E P A R T M E N T O F P U B L I C W O R K S During the past year, the Division has treated 767.3 million gallons of wastewater at a treatment efficiency of 90%. The Town is required to maintain a treatment efficiency of 85% under the current discharge permit issued by the Connecticut Department of Environmental Protection. In treating the wastewater, 1,381,631 pounds of wastewater solids were removed and transported to the Hartford Metropolitan District Facility (MDC) for final processing in accordance with the Town’s participation in a cooperative regional sludge management program. Wastewater service is provided to more than 7384 residential homes and to more than 328 industrial and commercial businesses in South Windsor, East Windsor, Vernon, and Manchester. Service is provided to out of town properties in accordance with the provisions of intertown sewer agreements; through such agreements communities are benefited by limiting the number of expensive pump stations which would have had to be constructed and operated. The Division completed the installation of a new Treatment Plant wastewater disinfection system. An ultraviolet (UV) disinfection system was put into operation and replaced the pre-existing chlorine gas disinfection system. The new system has provided a more cost effective means of disinfection while meeting State Department of Environmental Protection requirements. The new system will also improve worker and public safety. Project costs were about $1.1 million and were funded through a state grant (20%) and a 20 year low interest loan (2% annually). Other Division initiatives during the past year included the completion of construction of odor control systems at the Treatment Plant. The odor control technology selected is an innovative technology – "oxygen agglomeration", and South Windsor was one of the first in the country to place into operation such a technology. It is based on the light absorptive theory developed by Albert Einstein and Paul Habicht. It was found that it is possible to reproduce electricity found in the air in a room by using an ion generator. When this ion generator is placed in HVAC ductwork and air is passed over the generator, millions of ions quickly fill the ventilated room space. These ions form oxygen rich clusters that interact with the foul air and neutralize the odors. During this past year, the Division has initiated a Facilities Plan, which will evaluate the entire sanitary system throughout Town to identify areas requiring improvement in order to meet future Town growth needs and state and federal regulatory requirements. This project is expected to be funded (55%) by a State of Connecticut Department of Environmental Protection Grant. During Public Works Week in May of this year, Public Works Divisions demonstrated the equipment and services provided to the community in a program held for the children at Pleasant Valley School. Refuse / Recycling Collection and Disposal – The Town is a member of the Mid – Connecticut Project which is a regional cooperative organization of Hartford area communities for the purposes of refuse disposal and recycling. Refuse from member communities is processed at a Hartford energy recovery facility operated by the Connecticut Resources Recovery Authority (CRRA) where it is converted to electricity for use in the Hartford area. The Town adopted a recycling ordinance in September 1990 and implemented a residential curbside recycling program the following month. The program has subsequently been expanded to include cycling of the following items: newspaper, corrugated cardboard, glass and metal food containers, plastics, storage and rechargeable batteries, scrap metal, magazines, junk mail, clothes, aseptic packaging, leaves, and Christmas trees. The Town also collects and recycles antifreeze, and used oil filters at the Public Works Garage on Burgess Road. During the year, 378 residential homes disposed of a variety of household products (2.8 tons) containing substances hazardous to family health and to the environment. Through the recycling programs, the Town has been able to reduce the quantity of solid waste that would otherwise be disposed of at a landfill: this cost avoidance represented cost savings to the Town during the past year of $389,989. 2000-2001 ANNUAL REPORT 15
