T O W N O F S O U T H W I N D S O R www.southwindsor.org T O W N C O U N C I L approved the purchase of an extensive collection of World War II memorabilia from a local collector, which is valued at over two hundred thousand dollars. In response to the tragedy in Worcester, Massachusetts, during which six firefighters perished in a warehouse fire, the Town Council funded the purchase of four thermal imaging cameras, which can locate persons trapped in burning buildings. In response to the tragedy of September 11, we collected items and money for the relief workers and victims of the September 11 tragedy, and co-sponsored with our High School. The Town Council also continued to address the growing recreational needs of the Town. We unanimously adopted the Master Plan of Recreational Development, which was developed over the course of about eighteen months. We also commenced bond funding the improvements to the Veteran’s Memorial Park pool, which commenced construction last August. The Town Council also supported funding for improvements to the South Windsor Rotary Field, which is primarily being funded by individual and corporate sponsors. Purchase of a 20 passenger lift-equipped van for transportation of elderly citizens or those with disabilities was approved by the Town Council. We addressed the concerns of the many condominium and planned unit complexes in Town by approving a reimbursement program for snow removal costs at planned unit developments, senior housing developments and residential condominiums. We have worked hard to address the demands of this community-which is one of the fastest growing towns in the State--seeking out new revenue sources to fund our municipal and educational programs and projects. We will continue to find responsible ways to fund the projects and programs that are needed to meet the needs of our diverse and unique town. As Strategic Planning moves forward, we can reflect upon our accomplishments in Fiscal Year 2000/2001 with both pride and anticipation of great things to come. Fiscal Year 2000/2001 was an exciting time for South Windsor with many changes happening. It was important to understand the need to manage those changes without altering the character and quality of service in our community. During this time, much progress was made in the difficult task of addressing major issues by developing a Strategic Plan for the Town of South Windsor. MATTHEW B. GALLIGAN TOWN MANAGER The Strategic Planning process was as important as the actual Strategic Plan. During Fiscal Year 2000/2001, a very dedicated steering committee spent a great deal of time identifying the primary issues facing South Windsor in the 21st Century and creating a vision for the Town. This core group of various boards and commission representatives and staff worked together to develop a vision. The vision developed by the core group is to create an environment where residents, the business community, town officials and government work together to maximize the quality of life in South Windsor. The goal of the Strategic Plan is to determine how the Town should focus its resources, and to provide a process that links the Town’s various master plans (such as Open Space Master Plan, Plan of Conservation & Development, and Recreation Master Plan) to the goals of the community. 2000-2001 ANNUAL REPORT 5
