41. By Q1 2006 an ‘incentives<br />

toolkit’ for l<strong>and</strong>holders is developed<br />

<strong>and</strong> implemented.<br />

• Establish a threshold below which l<strong>and</strong>holders meet l<strong>and</strong><br />

management obligations <strong>and</strong> above which l<strong>and</strong>owners<br />

begin to provide public benefits <strong>and</strong> services.<br />

• Develop a tuart l<strong>and</strong> stewardship payment scheme for<br />

tuart conservation <strong>and</strong> management on private l<strong>and</strong><br />

where public benefits <strong>and</strong> services are provides.<br />

• Pursue taxation reforms that reward tuart woodl<strong>and</strong><br />

conservation <strong>and</strong> management <strong>and</strong> encourages<br />

philanthropic support.<br />

• Develop <strong>and</strong> implement an ‘incentives toolkit’ that<br />

provides a variety of mechanisms for increasing<br />

l<strong>and</strong>holder motivation to conserve <strong>and</strong> manage tuart<br />

woodl<strong>and</strong>s.<br />

• Introduce non-financial payments such as awards <strong>and</strong><br />

accreditation systems<br />

• Work with local authorities to build on <strong>and</strong> progress<br />

options for council rebates <strong>and</strong> rate reductions.<br />

• Investigate tradable clearing entitlements within the<br />

context of the ‘no-net-loss’ principles.<br />

• Establish a target for private sector investment in tuart<br />

conservation <strong>and</strong> management.<br />

• Investigate, introduce <strong>and</strong>/or exp<strong>and</strong> the system of<br />

‘carbon credits’ for providing environmental benefits for<br />

tuart conservation <strong>and</strong> management.<br />
