CHAPTER 5<br />

CONTRACTOR’S QUALITY MANAGEMENT<br />

PROGRAM<br />

5.1 General. The Contractor is responsible for quality management and maintenance of<br />

a quality control system that furnishes reasonable assurance that the mixtures and all<br />

component materials incorporated in the work conform to contract requirements.<br />

The Contractor is responsible for the initial determination and all subsequent<br />

adjustments in proportioning materials used to produce the specified mixture.<br />

Adjustments to plant operation, spreading, and compaction procedures must be made<br />

immediately by the Contractor when results indicate that they are necessary.<br />

5.2 Sampling.<br />

5.2.1 Aggregate and RAP Stockpiles.<br />

5.2.1.1 Sampling Location. Obtain samples from the stockpiles or cold feed bins<br />

in accordance with AASHTO T 2.<br />

5.2.1.2 Sampling and Testing Frequency. Take the first sample of each stockpile<br />

after the stockpiles have been established at the hot-mix plant and prior to the first<br />

day of mixture production. Thereafter, sample once every eight production samples<br />

with a minimum of one from each stockpile per production week. Stockpile testing<br />

of the aggregate and RAP piles during production will be waived provided that<br />

gradation tests were conducted during the building of the stockpiles (see Subsection<br />

401.02.5.3 of the contract specifications).<br />

5.2.1.3 Testing. Determine the washed gradation of each aggregate stockpile<br />

sample in accordance with AASHTO T 11 and T 27.<br />

Determine the gradation of RAP stockpile samples in accordance with MT-31.<br />

Determine the asphalt content of the RAP stockpile when necessary using the same<br />

procedures used for the design of the mixture (MT-78).<br />

<strong>For</strong> all 9.5 mm mixtures, and all MT and HT mixtures designed above the maximum<br />

density line, determine the fine aggregate angularity of the aggregate blend in<br />

accordance with ASTM C 1252, Method A. Conduct the tests in an area of the<br />

laboratory not subjected to vibration. This test may be conducted off site.<br />

5.2.2 Asphalt Binder Material. Asphalt binder is accepted in accordance with the<br />

procedures set out in the Materials Division Inspection, Testing, and Certification<br />

Manual Section 2.1.2..<br />
