CHAPTER 1<br />

GENERAL<br />

1.1 Purpose - The purpose of this manual is to establish uniform procedures and<br />

practices for quality control and quality assurance sampling and testing of hot mix<br />

asphalt (<strong>HMA</strong>). This manual provides instructions and procedures for Contractor<br />

and MDOT personnel for the design, control and acceptance of asphalt mixtures<br />

under MDOT’s Quality Management Program (QMP) as required by the<br />

specifications. Sampling procedures, sampling frequencies, and testing to be<br />

performed by the Contractor for the quality control of asphalt mixtures at the asphalt<br />

plant and by MDOT for the quality assurance and acceptability of these mixtures are<br />

detailed. When necessary for clarification, examples are provided. <strong>For</strong> ready<br />

reference, the specifications, standard operating procedures, and example forms for<br />

documentation of test results are provided in appendices to this manual.<br />

1.2 Terminology<br />

AASHTO - American Association of State Highway and Transportation Officials.<br />

ASTM - American Society of Testing Materials.<br />

BRCF - Bulk Specific Gravity (G mb ) Reheat Calibration Factor<br />

CAT-I - Certified Asphalt Technician-Level I. Contractor or MDOT personnel who<br />

have successfully completed the MDOT <strong>HMA</strong> Technician Certification Program for<br />

Level I certification. This certification level is required for performance of sampling<br />

and testing of <strong>HMA</strong> mixtures and component materials.<br />

CAT-II - Certified Asphalt Technician-Level II. Contractor or MDOT personnel<br />

who have successfully completed the MDOT <strong>HMA</strong> Technician Certification<br />

Program for Level I and Level II. This certification level is required for Contractor<br />

personnel who interpret <strong>HMA</strong> test results and make necessary plant adjustments<br />

such that the <strong>HMA</strong> mixture produced conforms to the job mix formula.<br />

CMDT - Certified Mixture Design Technician. Contractor or MDOT personnel who<br />

have successfully completed the MDOT <strong>HMA</strong> Technician Certification Program for<br />

the design of <strong>HMA</strong> mixtures. This certification level is required for designing or<br />

approving the design of <strong>HMA</strong> mixtures. All personnel at this level must have first<br />

completed requirements and obtained CAT-I and CAT-II certification levels.<br />
