• That proper sampling and splitting procedures are being used and the field<br />

sample size is at least the minimum required.<br />

• That the retained samples are properly labeled and stored in a dry protected<br />

area.<br />

Testing:<br />

• Observe the reduction of the field samples to test size.<br />

• Observe testing procedures, paying attention to the particulars; such as<br />

temperature of test samples before compaction, aging time, cooling of<br />

compacted samples in mold, times allotted between tasks, dry backs, etc.<br />

• Review data calculations.<br />

Control Charts:<br />

• Are the required control charts present and up to date?<br />

• Are the control limits plotted correctly?<br />

• Is the data being plotted correctly?<br />

• Are the charts posted in the laboratory?<br />

Insure that all required documentation of records is being accomplished and is up to<br />

date.<br />

• Does a record of inspection and observations exist?<br />

• Are the plant adjustments to mixtures noted in the records?<br />

• Are the test reports and records of adjustments provided to the QA team by<br />

9:00 AM the following day?<br />

• Is the hydrated lime inventory accurate and up to date?<br />

If the QA team finds that the Contractor’s operation is deficient in any of the above<br />

areas, record the deficiency on paper, provide a copy to the contractor, have the<br />

Contractor sign a copy of the notice and notify the District Materials Engineer<br />

immediately.<br />

6.4 Roadway Production Review Guidelines.<br />

The performance of a <strong>HMA</strong> pavement is controlled by many factors. Two of the<br />

most important are the proper operation of the <strong>HMA</strong> plant and the use of good<br />

construction practices during the paving operations. Both areas of operation<br />

individually and together can change the life of a <strong>HMA</strong> pavement by a factor of 2 or<br />

more. In general, the Specifications cannot make a contractor use good paving<br />

practices. However, MDOT (in Subsection 401.03 of the Specifications) has<br />

adopted the “Hot-Mix Asphalt Paving Handbook” as the guideline for good<br />

construction practices. The forms for “Asphalt Roadway Inspection Checklist” and<br />

“Asphalt Plant Inspection Checklist” in the appendix contain a number of the<br />

recommendations from the handbook. The project inspector shall complete the<br />

checklists for each paving project and provide a copy of the checklists to the<br />

contractor. It is expected that the Contractor will work to improve their operations<br />
