local NGOs and ran capacity-build<strong>in</strong>g programmes<br />

to improve local governance. Efforts were made to try<br />

and provide an <strong>in</strong>centive for religious co-operation.<br />

For example, <strong>the</strong> UNDP’s Community Recovery<br />

Program provided funds to local NGOs on <strong>the</strong> condition<br />

that Christian and Muslim NGOs collaborate. 40<br />

However, local government <strong>of</strong>ficials claimed that<br />

<strong>in</strong>ternational organisations did not co-ord<strong>in</strong>ate<br />

<strong>the</strong>ir activities with <strong>the</strong>m, which led to overlapp<strong>in</strong>g<br />

assistance <strong>in</strong> IDP camps. 41<br />

Efforts from <strong>the</strong> local community to<br />

resolve <strong>the</strong> conflict<br />

Before <strong>the</strong> arrival <strong>of</strong> emergency aid <strong>in</strong> Ambon<br />

from <strong>the</strong> central government and <strong>in</strong>ternational<br />

agencies, local communities relied heavily on <strong>the</strong>ir<br />

religious <strong>in</strong>stitutions for assistance. As <strong>the</strong> residents<br />

<strong>of</strong> Warig<strong>in</strong> <strong>in</strong> Ambon city put it: “We assisted and<br />

supported one ano<strong>the</strong>r by shar<strong>in</strong>g food supplies and<br />

o<strong>the</strong>r basic necessities, and accept<strong>in</strong>g IDPs <strong>in</strong>to our<br />

houses. No one helped us for a long time. We survived<br />

by ourselves until emergency aid came.” 42 Among<br />

Christian communities, <strong>the</strong> churches functioned<br />

as distribution centres for emergency aid. 43 Help<br />

with<strong>in</strong> Muslim communities was less <strong>in</strong>stitutionalised,<br />

with mosques function<strong>in</strong>g as little more than<br />

a shelter for Muslims.<br />

At this stage <strong>of</strong> <strong>the</strong> conflict, ‘peace’ was considered<br />

a taboo word with<strong>in</strong> most communities. Those<br />

who talked <strong>of</strong> ‘peace’ were <strong>of</strong>ten treated as enemies,<br />

limit<strong>in</strong>g <strong>the</strong>ir ability to start peace processes.<br />

Never<strong>the</strong>less, <strong>the</strong>re were several examples <strong>of</strong> success-<br />
