cases, local government efforts, ra<strong>the</strong>r than <strong>the</strong><br />

product <strong>of</strong> ill will, were well <strong>in</strong>tentioned but misdirected;<br />

for example, <strong>the</strong> decision by <strong>the</strong> four<br />

Governors <strong>of</strong> Sulawesi to use 13 adat leaders for a<br />

Rujuk S<strong>in</strong>tuwu Maroso ceremony to aid reconciliation.<br />

The ceremony did not have <strong>the</strong> buy-<strong>in</strong> <strong>of</strong> many<br />

groups <strong>in</strong>volved <strong>in</strong> <strong>the</strong> conflict, particularly from<br />

<strong>the</strong> Muslim community, and <strong>the</strong> <strong>in</strong>itiative suffered<br />

because it did not <strong>in</strong>volve district leaders. The<br />

work<strong>in</strong>g group set up after <strong>the</strong> ceremony, <strong>the</strong> Pokja<br />

Rujuk S<strong>in</strong>twu, was resented by district governments.<br />

Mal<strong>in</strong>o I did mark a turn<strong>in</strong>g po<strong>in</strong>t <strong>in</strong> <strong>the</strong> conflict.<br />

The three choices presented by Jusuf Kalla to<br />

<strong>the</strong> conflict parties showed that <strong>the</strong> Government<br />

had <strong>the</strong> power to help resolve <strong>the</strong> conflict and <strong>the</strong><br />

political will to exercise it. In <strong>the</strong> latter phases <strong>of</strong><br />

<strong>the</strong> conflicts, Muslim groups were launch<strong>in</strong>g <strong>the</strong><br />

majority <strong>of</strong> attacks and, because <strong>the</strong>y were ascendant,<br />

<strong>the</strong>y were not <strong>in</strong>cl<strong>in</strong>ed to make peace (just as<br />

Christians were dur<strong>in</strong>g <strong>the</strong> third phase <strong>of</strong> <strong>the</strong> conflict<br />

when <strong>the</strong>y were dom<strong>in</strong>ant). However, Jusuf<br />

Kalla’s implicit threat that prolong<strong>in</strong>g <strong>the</strong> conflict<br />

would make <strong>the</strong>m a target <strong>of</strong> <strong>the</strong> central government<br />

was taken seriously and had a strong deterrent effect.<br />

As Mal<strong>in</strong>o I was <strong>the</strong> first time that <strong>the</strong> central government<br />

was <strong>in</strong>volved <strong>in</strong> facilitat<strong>in</strong>g <strong>the</strong> resolution<br />

<strong>of</strong> communal conflict, <strong>the</strong>re were certa<strong>in</strong>ly weaknesses<br />

with <strong>the</strong> process, not least how quickly <strong>the</strong><br />

“agreement” was reached. Lessons from <strong>the</strong> process<br />

<strong>in</strong> Poso were learnt and applied more successfully<br />

<strong>in</strong> Ambon later.<br />

When Mal<strong>in</strong>o I was signed, it did not have full<br />

public support, despite grow<strong>in</strong>g fatigue with <strong>the</strong><br />

conflict. To ga<strong>in</strong> this, <strong>the</strong> Government used <strong>the</strong><br />

media fully to push its message <strong>of</strong> reconciliation<br />

and comb<strong>in</strong>ed this effectively with <strong>the</strong> Pokja Deklama<br />

to dissem<strong>in</strong>ate <strong>the</strong> terms <strong>of</strong> <strong>the</strong> agreement at a<br />

community level. While trust <strong>in</strong> <strong>the</strong> Pokja Deklama<br />

was lack<strong>in</strong>g, as people perceived it to be l<strong>in</strong>ked to<br />

corrupt use <strong>of</strong> funds, perhaps its s<strong>in</strong>gle greatest<br />

achievement was that local leaders who had tacitly<br />

or actively supported <strong>the</strong> conflict became agents<br />

<strong>of</strong> peace.<br />
