<strong>An</strong>nex 1: Research methodology<br />

The <strong>Indonesia</strong> report is part <strong>of</strong> three country studies<br />

generated as part <strong>of</strong> <strong>the</strong> project, ‘Comparative<br />

Perspectives on Peacemak<strong>in</strong>g <strong>in</strong> Asia’. O<strong>the</strong>r foci<br />

<strong>in</strong>clude India and <strong>the</strong> Philipp<strong>in</strong>es. Additional<br />

support from <strong>the</strong> International Development<br />

Research Centre enabled <strong>the</strong> researchers from<br />

across <strong>the</strong>se nations to come toge<strong>the</strong>r <strong>in</strong> S<strong>in</strong>gapore<br />

<strong>in</strong> May 2009 to build contacts and l<strong>in</strong>ks <strong>in</strong> <strong>the</strong> early<br />

days <strong>of</strong> <strong>the</strong> project.<br />

Three trips to Ambon and three to Poso were<br />

undertaken between July 2009 and March 2010, to<br />

hold a series <strong>of</strong> focus group discussions and <strong>in</strong>dividual<br />

<strong>in</strong>terviews with local government <strong>of</strong>ficials,<br />

community and religious leaders, and members <strong>of</strong><br />

civil society <strong>in</strong>clud<strong>in</strong>g women’s rights advocates.<br />

The research was undertaken to ga<strong>the</strong>r first-hand<br />

<strong>in</strong>formation from <strong>the</strong> local community and significant<br />

actors on <strong>the</strong>ir perspectives <strong>of</strong> conflict management.<br />

It also helped to identify lessons learned.<br />

Two fur<strong>the</strong>r workshops <strong>in</strong>formed <strong>the</strong> process.<br />

These were organised <strong>in</strong> <strong>the</strong> third quarter <strong>of</strong> 2009:<br />

<strong>in</strong> Ambon on 14 October and <strong>in</strong> Poso on 8 December.<br />

They were part <strong>of</strong> a series <strong>of</strong> three workshops funded<br />

by <strong>the</strong> Canadian Embassy <strong>in</strong> Jakarta as part <strong>of</strong> <strong>the</strong><br />

HD Centre project Women at <strong>the</strong> Peace Table <strong>Indonesia</strong>,<br />

supplement<strong>in</strong>g resources from <strong>the</strong> MacArthur<br />

Foundation for gaug<strong>in</strong>g views and <strong>in</strong>put.<br />

The f<strong>in</strong>al workshop was held <strong>in</strong> Pontianak,<br />

West Kalimantan, on 2 February 2010, to share and<br />

exchange lessons learnt from <strong>the</strong> Maluku and Poso<br />

experience (although a case study on <strong>the</strong> conflict<br />

<strong>in</strong> West Kalimantan is not <strong>in</strong>corporated <strong>in</strong> this<br />

report). They brought toge<strong>the</strong>r representatives<br />

from local government agencies, NGOs, academics,<br />

as well as religious and traditional leaders to discuss<br />

conflict management strategies <strong>in</strong> <strong>the</strong> three<br />

regions and <strong>the</strong> progress towards reconciliation<br />

and reconstruction which has been achieved to<br />

date. Participants were encouraged to put forward<br />

recommendations that could improve <strong>the</strong> conflict<br />

management approach undertaken by both governmental<br />

and non-governmental actors.<br />

The research process <strong>in</strong> Papua <strong>in</strong>cluded a wide<br />

range <strong>of</strong> <strong>in</strong>terviews <strong>in</strong> <strong>the</strong> prov<strong>in</strong>ce as well as <strong>in</strong>terviews<br />

and sem<strong>in</strong>ars <strong>in</strong> Jakarta with representatives<br />

from civil society, religious groups and <strong>the</strong> Government.<br />

In total almost 100 <strong>in</strong>terviews were undertaken,<br />

mostly <strong>in</strong> Papua and seven workshops were<br />

held, <strong>in</strong>clud<strong>in</strong>g five <strong>in</strong> Jakarta. The workshops<br />

focused on a variety <strong>of</strong> issues related to conflict<br />

resolution options.<br />

<strong>An</strong> annotated literature review was developed<br />

between August and October 2009. It <strong>in</strong>cludes<br />

studies, papers and articles on <strong>the</strong> <strong>Indonesia</strong>n case<br />

studies – Papua, Maluku, and Poso <strong>in</strong> Central Sulawesi<br />

– and overall conflict management <strong>in</strong> <strong>Indonesia</strong>. 212<br />
