<strong>An</strong>nex 2: Overview <strong>of</strong> key meet<strong>in</strong>gs<br />

<strong>of</strong> <strong>the</strong> WPNCL<br />

1. Th<strong>in</strong>k-Tank Papuan Leaders’<br />

Meet<strong>in</strong>g <strong>in</strong> Nieuwege<strong>in</strong>, Holland <strong>in</strong><br />

mid-2003 213<br />

This meet<strong>in</strong>g emphasized <strong>the</strong> need for national<br />

unity and reconciliation among all Papuan political<br />

and social groups. Primary objectives were to<br />

discuss national unity, reconciliation and consolidation<br />

with<strong>in</strong> <strong>the</strong> wider Papuan community, and<br />

resistant movements <strong>in</strong> particular, and also to f<strong>in</strong>d<br />

appropriate strategies to achieve those goals by<br />

divid<strong>in</strong>g tasks among <strong>the</strong> ma<strong>in</strong> political, military<br />

and social groups.<br />

2. Papuan Leaders Consultation<br />

Workshop <strong>in</strong> Abepura, West Papua<br />

<strong>in</strong> late 2004<br />

Dur<strong>in</strong>g this workshop, <strong>the</strong> leaders discussed reconciliation<br />

and consolidation efforts with<strong>in</strong> <strong>the</strong> movement,<br />

<strong>the</strong>y agreed to organize a Papuan leaders<br />

summit, and discussed <strong>the</strong> way forward.<br />

3. Papuan Leaders Consultation<br />

meet<strong>in</strong>g <strong>in</strong> Sydney 2004<br />

The meet<strong>in</strong>g was about <strong>the</strong> revitalization <strong>of</strong> <strong>the</strong><br />

Task Force for Reconciliation 214 , and <strong>the</strong> roles and<br />

responsibilities <strong>of</strong> <strong>the</strong> Coalition’s members <strong>in</strong>side<br />

and outside West Papua.<br />

4. Papuan Leaders’ consultation <strong>in</strong><br />

Port Vila <strong>in</strong> late 2004 215<br />

The meet<strong>in</strong>g discussed reconciliation and consolidation<br />

with <strong>the</strong> OPM as a priority and stated <strong>the</strong><br />

need to: “unify different perceptions and <strong>the</strong>n form<br />

5. A meet<strong>in</strong>g <strong>in</strong> Yambi, Papua New<br />

Gu<strong>in</strong>ea <strong>in</strong> late 2005 217<br />

This resulted <strong>in</strong> a Memorandum <strong>of</strong> Understand<strong>in</strong>g<br />

(MoU) for better work<strong>in</strong>g relationships between <strong>the</strong><br />

various elements <strong>of</strong> <strong>the</strong> resistance, and <strong>the</strong> establishment<br />

<strong>of</strong> <strong>the</strong> West Papuan National Coalition<br />

for Liberation as <strong>the</strong> ma<strong>in</strong> umbrella organization<br />

<strong>in</strong> <strong>the</strong> liberation struggle.<br />

6. A meet<strong>in</strong>g <strong>in</strong> Madang, <strong>Indonesia</strong><br />

<strong>in</strong> mid-2006 218<br />

This was between several commanders and representatives<br />

<strong>of</strong> <strong>the</strong> TPN who declared <strong>the</strong>ir support<br />

for unity as well as peaceful dialogue.<br />

7. A military leaders meet<strong>in</strong>g at <strong>the</strong><br />

beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> 2007 219<br />

The military leaders held a meet<strong>in</strong>g <strong>in</strong> Papua and<br />

decided to reorganize <strong>the</strong> exist<strong>in</strong>g military structure,<br />

and <strong>the</strong>y emphasized <strong>the</strong> urgent need for<br />

reconciliation and consolidation. 220 Fur<strong>the</strong>r <strong>the</strong>y<br />

recommended political leaders to organize a<br />

Papuan Leaders Summit.<br />

8. A meet<strong>in</strong>g <strong>in</strong> Ipoh, Malaysia <strong>in</strong><br />

late 2007 221<br />

The meet<strong>in</strong>g discussed <strong>the</strong> broad terms <strong>of</strong> reference<br />

for possible peace talks, re<strong>in</strong>forced <strong>the</strong> Coalition<br />

structure and concluded with a decision to organize<br />

a high level meet<strong>in</strong>g <strong>of</strong> Papuan Leaders <strong>in</strong> Port<br />

Vila to cont<strong>in</strong>ue discussions.<br />
